The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLWED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therei�and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

Improve SHERIDAN AVENUE from Cleveland Avenue to Edgcumbe Road (City Project
79-P-0660) by �onstructing a bituminous roadway with concrete curb and gutter,
driveways, sid�viatks, storm water drainage facilities; construct an ornamentai
lighting system (City Project 79-V-0651) , and do all other work necessary and
incidental to said Improvement. ,
� EXISTING CON01710NS:
Sheridan Avenue is'an uncurbed oiled street. The right-of-way is 66' and the
oiled surface is 32'±. The driving surface is rough and uneven, resulting in
� continuing maintenance expenditures. There is an existing combined sewer in
a 60' deep sandrock tunnel . The existing catch basins need repair and upgrading.
There are some trees in the boulevard, but they will not be in conflict with our
construction as proposed� except from Sue to Edgcumbe. Most of the existing
sidewalks are in gaod condition• With the major exception of� the south side
from Murray Street to Priorc Avenue, sidewalk is inplace.
SPEClAL CONSIDE'�RATIONSc �
Sheridan from Sue to Edgcumbe witl be constructed on the new alignment Lhat the
, Schoot Board and the Parks Department have requested. The necessary procedures
for street vacation and opening have been initiated by the School Board and
Parks Department through the office of the Va�luation Engineer.
PROPOSED IMPROVEMENT:
A full depth bituminous roadway is proposed with concrete curb and gutter. In
order to construct this project with the proposed fundiny, we must follow
Municipal State Aid standards as to street widths. We have three choices here:
1. A 32' wide street with no parking.
2. A 36' wide street' with parking permitted on one side.
3• A 44' wide street with parking permitted on both sides.
it is recommended that in the area of the school and playground (between Sue to
Edgcumbe) where off street parking is provided, the 32' wide street with no
parking be used to eliminate the hazard of children darting out into the street
from behind a .p�rked car.
The width for the rest of the project is more of a local option, and the proposed
width of 36' wi�h parking on one side was determined based on input from the
public informati,onal meeting.

New sidewatkssyill be constructed where needed with handicap ramps at inter-
section quadra.nts. The walk construction will probably involve some slope
condemnations. These wili be introduced as a separate order. Concrete
driveway aprons and outwalks will be constructed to match the new curb grades.
Boulevards wi � l be restored where disturbed by new curb or other construction.
New catch basins 'Will be constructed. An ornamental lighting system will be
installed.

The improvement of this stretch of SHERIDAN will complete the upgrading of
Sheridan f rom pavern to Cleveland.
TIME SCHEDUI.E: -
Construction on this project is scheduled to start the first�part of July, 1979
and be completed tn September, ig79. We wi11 try to schedule the work to accommo-
date the summer. vacat.ion period for Homecroft School and the recor�struction of
park and playgnound facilities between Sue and Edgcumbe.

EXISTING CONDIT�ONS:
Sheridan Avenue is an uncurbed oiled street. The right-of-way is 66' and the
oiled surface is 32'+, The driving surface is rough and uneven, resulting in
continuing maintenance expenditures. There is an existing combined sewer in a.
60' deep sandro�k tunnel. The existing catch basins need repair and upgrading.
There are some trees in the boulevard, but they will not be in conflict with our
construction as proposed, except from Sue to Edgcumbe. The existing walk on the
South side is in good condition. On the North side the existing walk is in poor
condition.
SPECIAL CONSIDEIRATIONS:
Sheridan from Sue to Edgcwnbe will be constructed on the new alignment that the
School Board and the Parks Depaxtment have requested. The necessary procedures
for stre�t vaca�ion and opening have been initiated by the School Board and Parks
Department through the office of the Valuation Engineer.
There are some i.mprovements on the City right-of-way which will be affected by
new walk construction. Some stairs must be extended, and a fence and shrubs re-
moved.

New sidewalks will be constructed where needed with handicap ramps at inter-
section quadr,ants. New sidewalk will be constructed where none exist, and the
existing walk on the North side will be extensively reconstructed. Concrete
driveway apro¢�s and outwalks will be constructed to match the new curb grades.
Boulevards will be restored where disturbed by new curb or other construction.
New catch basins will be constructed. An ornamental lighting system will be
installed.
