WHEREAS, Saint P�aul is eligible for grant assistance from the U.S. Department
of Housing and Urban IDevelopment authorized under the Community Development Act
of 1977, as amended; and
WHEREAS, the proposed City project known as the East Seventh Street UDAG Project
meets the identified objectives of the aforementioned grant program; and
� WHEREAS, the praposed project has been reviewed by the Planning Commission
and the Long Range Capital Improvement Budget Committee; and
WHEREAS, the required public hearings have been held; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul does hereby approve of
the submission of an ,Urban Development Action Grant application for Saint Paul 's
East Seventh Street Project and the activities therein proposed; and be it
FURTHER RESOLVEq, that Mayor George Latimer, as Chief Executive Officer of
the City of Saint Paul , is hereby authorized and directed to submit said grant
application to the U.S. Department of Housing and Urban Development in such form
as prescribed by the governing rules and regulations; and be it
FINALLY RESOLVEp, that the Mayor, or his designated representative, is
further authorized to execute and submit to the U.S. Department of Housing and
Urban Development any assurances, certifications, or additional information that
may be required during the review of the grant application.

URBAN DEVELOPMENT ACTION GRANT
East Seventh Street
Project Summary
The Minnesota Mining and Manufacturing Company of Saint Paul , Minnesota and
the Dayton's Bluff community and commercial groups have requested the City's
assistance in a comprehensive program of public improvements and commercial
revitalization on East Seventh Street. Saint Paul is, therefore, preparing an
a�plication for an Urban Development Action Grant.
Needs for the Project
l . Minnesota Mining and Manufacturing needs to expand the Company's Engineering
office complex at 900 Bush Street.
2. Minnesota Mining and Manufacturing has a vital interest in East Seventh
Street commercial retail improvements because of their continuing commitment
to the neighborhood.
3. Minnesota Mining and Manufacturing will have some 4,200 employees in the East
Seventh Street complex and want to have employee access to revitalized
commercial/retai1 complex.
4. The East Seventh Street commercial and community groups need to revitalize
the neighborhood and reverse the decline of the commercial/retail area.
5. The City of Saint Paul needs to reverse the trend of major employers relocating
out of the central city.
Project Implementation Methods
1 . The Minnesota Mining and P�anufacturing Company will construct an $8,000,000
addition to its Engineering office complex.
2. The Minnesota Mining and Manufacturing Company will add 250 employees at this
location.
3. The City of Saint Paul will undertake a concentrated public improvement
program, including curbs, gutters, sidewalks, lighting and streetscaping in
the East Seventh S�reet project area using the UDAG funds.
4. The City of Saint Paul will target its commercial revitalization program in
the project area and where necessary prepare a limited number of sites for
redevelopment. Funding for this activity will come from UDAG, the Small
Business Administrdtion, the Corrcnunity Development Block Grant corrdnercial
loan and grant program and private lenders.

Project Outputs
1 . The revitalization of a traditional neighborhood commercial/retail strip.
2. An expansion in the City's corporate tax base.
3. The effective rei�vestment by a major Saint Paul employer in the central
city.
4. The effective demanstration of a joint venture by the City, the neighborhood
and the private sector utilizing local, federal, and private resources.

Dear Mayor Latimer:
As you may know, Minnesota Mining and. Manufacturing
Company has its primary Engineering office complex on
the East side of St. Paul at 900 Bush Avenue. Presently,
the engi;neering and associated employment at this loca-
tion is 1, 350 people.
We are presently planning an expansion of the Engineering
office complex. The expansion would result in an immed-
iate increase of 250 people at this location and would
, constitute a long-range commitment to the St. Paul East
side location. The present capacity of the Engineering
facility is 1, 350 people. The expansion would increase
the capacity to 2, 000. In addition, we have 2, 200
productROn employees located. in factories in the vicinity
of the Engineer ing buildings.
Becaus� of the substantial capital investment involved
and the large number of 3M employees located in this
area, vwe are vitally interested in the improvements to
be mad.e to the commercial/retail areas adjacent to our
property. We have been working with the East Seventh
Area Business Association and the City of 5t. Paul Planning
and. Ecoinomic Development Department in an effort to develop
plans for the physical and economic improvement of the
neighborhood.

3M supports the City of St. Paul's Urban Development Action
Grant ap�lication for the improvement of the East 5eventh Street
area. Local public improvements and commercial/retail
rehabilitation activities in the areas ad.jacent to the 3M expan-
sion will enhance the local environment for the benefit of all
persons employed in the area.
The following major improvements will be mad.e to the 3M Company
Engineering complex with an anticipated completion d.ate by
late 1980;
VertiCal expansion of 3M Company Building 42
(901 Reaney Avenue) to include three additional
floors of 35, 000 square feet each.
INCLUDES:

c) Electrical

TOTAL $8, 000, 000
Source of fund.ing for the expansion would be internal.
We understand. that a commitment to proceed with the building
expansion will become part of the City's Action Grant application
which will be made public. Officials of the City of St. Paul and
officials of the Department of Housing and Urban Development

of the 3M expansion program. This commitment is being made
with the understanding that the City of St. Paul will proceed.
with the improvements identified. in the Urban Development Action
Grant application.
