The Finance Committee, at its meetirrg of April 16, i979, recommended approval of
the following:
1 . Resolution transferring ]9Z9 budget funds from Contingent Reserve to Parking �
• Meter Monitor Codes to.provide funds to place two additional full-time Parking -
Meter Monitors on the street. �
2. Resolution to adjust the age at which applicants may. apply for positions in -
the City Service to conform with the new Federal Retirement Law.
� 3: Resolution to modify the Blue Cross-Blue Shield contract for increased
ma�ternity benefits without additional premium charges.

SUBJ: FEASIBILITY OF INCREASING PARKING METER MONITOR STAFF FROM 5����C S
FOUR (4) TO SIX (6) EMPLOYEES
It has been recommerided by the Parking Commission, by various City staff and
many members of the community, that enforcement of downtown parking violations
be increased. The anly way that this can be effectively accomplished is
through the hiring of additional Parking Meter Monitors.. As you are aware,
the on street parking in downtown St. Paul is extremely cheap with the maximum
charge being 20 cenxs per hour and with the majoriry of the meters costing only
10 cents per hour with a two hour limit. For this reason and the. very low
meter vfolation fine� of $3.00, the biggest share of parking meter spaces are
used strictly by downtown employees who are meter pluggers, auto movers or those
that just don't mind taking a chance on a $3.00 fine.
As a result of these facts, p2us the "free" Seventh Place "on street" parking,
the only feasible way to determine violators is to record license numbers. This
is extremely time cansuming and in turn cuts the efficiency of the monitoring
program.
The Parking Meter Manitor program began in 1968 with four monitors. Two years
later the staffing was increased to six. During the mid-70's, the "budget ax"
fell on two positions, although I expressed my opposition to this cutback to
the Di.reetor of Finance. It is still my feeling that the program can be most
productive with six '(6) monitors.
I recommend that $16,740 be transferred from the cantingent reserve account to
the Department of Fi;nance and Management Services Account 01202. This would
provide for the hiri,ng of two additional Parking Meter Monitors and th.e purchase
of one additional enforcement vehicle.

I would also recommend the financing portion of the 1979 BudgeC be increased
$16,800, as the efforts put forth by the additional enforcement should provide
sufficient funds to offset their costs.

Recommended Increase in Financing:
The addit�on of two Parking Meter Monitors should increase
the number of tickets issued by 1,600 a month. The City
receives one half of the amount of the fine or $1.50 for
a parking meter violation. Seven months x ].,600 tags =
