The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

PROJECT: •
lmprove SOUTH OF FRONT AREA in District 6, by constructing bituminous roadways
with concrete curb and gutter, sidewalks, driveways, storm water drainage
facilities, ornamental lights, tandscape boulevards; construct. a pedestrian
mail and an atley! and all other work necessary and incidental to said improve-
ment. All roadway improvements shall be referred to as Public Works Project
Numbers 79-P-0780A and 80-P-07806. All ornamental lighting shall be referred
to as Public Works Project Number 80-V-0679. Streets to be improved include the

INITtATING ACTION: �
The improvements described in this order are being designed by Public Works
acting as a consultant to the Department of Planning and Economic Development.
The ir.itial impetus fcr :hese imarevements was a ��uth of Front Citi�ens Adviscry
Group and the extent and form of these improvements was developed by the Pianning
and Economic Development Department.
SPECtAI CONSIDERATIONS:
These streets are being improved in coordinat�ion with plans developed by the
Department of Planning and Economic Development. The major features of this
development are: (1) The construction of a "handicapped" housing unit in the .
block bounded by Milford-Aibemarle-Wayzata-Woodbridge; and (2) The expansion of
Louis Park to include the whole block bounded by Milford-Woodbridge (vacated)
Wayzata-Marion. The street improvements must be coordinated with the Building
and Park constrwction. For this reason, the improvements are scheduled in 1979,
1980 and ig81 . �

PROPOSED IMPROVEMENTS:
New bituminous roadways with concrete curb and gutter are proposed. Streets with
a 50' right-of-way will have a roadway width of 30' curb to curb, and with a 60'
rtght-of-way, 32' curb to curb. All ttre street improvement.s covered by this Order
are on streets with 50,' right-of-ways. .

Albemarle - Milford to Wayzata . -
Future work will include streets with 60' right-of-ways. �
Wayzata from Albemarle to Rice will be closed to vehicular traffic and will be
reconstructed as a pedestrian mall : Because of the pedestrian mall construction,
the existing north-south alley from Wayzata to Front will be cut off. We will
provide for access by con.structing a new alley running east and west between
the existing alley and Albemarle. .
The Albemarle cul-de-sac will be constructed with a right-of-way of 50' radius ,
and a curb line of 35' radius. �
Old tile walk will be replaced as welt as any other walk which is tree heaved or
broken. All driveways will be reconstructed to the new curb grades. Boulevards
will be resodded as necessary and an energy efficient sodium vapor lighting
system wili 6e installed. Tree planting will' be done by the Parks Department.
