RE$OLVED FURTHER, That a public hearing be had before the Council upon said report and for a confirmation of the award of damages made by the Director of Finance and also upon the said assessment of benefits; at the Council Chamber, in the Court House in the City of St. Paul on the Twent� fettrrh day of April, 1979 , at ten o'clock A.M., and tl�at the DirGctor of Finance be and he is directed to give notice of said hearing as prescribed by the Charter. All improvements shall be referred to as Public Works Project No. P-0732A and Lighting Project No. V-o649A. StrEets to be imp roved include the following: l . HOWARD STREET from Wilson St. to Conway St. . 2. TOWER STREET from Wilson St. to Cornvay St.. 3. HOWARD COURT from cul-de-sac to Howard St. 4.� HOWARD STREET from Conway St. to E. Third St. , 5. PEDERSEN STREET from Conway St. to E. Third St. INITIATI�dG ACTION: • Streets l , 2 and 3, were deleted from 1978 Public Works Contracts P-0737 SUNRAY AREA and V-o639 (lighting) , because of insufficient funds at the time of construction. Although not constructed, they were inctuded in Final Order Council File 269324, which was approved by the Council on July 7, 1977. These streets are being resubmitted with the addition of Pedersen from Conway to Third and Howard from Conway to Third. � � EXISTING CONDITfONS: � � F,11 streets cont�ined ir; thi; proposdl have a,� oile� roadway surf4.c�. Abuut 70� of the area has sidewalks in place, which are in good condition. Storm sewer construction has been completed in this area. Boulevards are in need of regrading. Street lighting is old and insufficient. Existing widths va ry because of lack of curbing. PROPOSED IMPROVEMEWTS: A new bituminous roadway �iith concrete curb and gutter is proposed. Roadway width, curb to curb will be 32 feet. , All old tile sidewalk will be reconstructed, as well as any other walk which is aroken or tree heaved. There are no existing sidew�lks on the follo�•�ing streets: Both sides of Pedersen and Howard from Conway to E. Third. Separate sidewalk orders wilt be processed for the new sidewatk. construction which would be assessed, and if approved, these would be constructed with this project. All driveways will be reconstructed where existing drives exist, or where property owners request.. All existing house outwalks will be reconstructed. Boulevards will be regraded and sodded from curb to sidewalks, and an energy efficient � sodium vapor lighting system will be installed. . � �,� ,� ; � d� •' • -2- ; .� � POSITIVE BEWEFNTS: � Complete improvement of the public right-of-way will greatly enhance and add to the quality and character of the neighborhood.
