WfiEREAS, the creation of an Advisory Committee on Chicano/Latino
Affairs was authorized by Council File No. 272257, adopted by the
Council on December 21, 1978, and approved by the Ma.yor on December
22, 1978; and
WHEREAS, because such committee is required by Council policy
to have staggered two-year terms, the Mayor has appointed nine members
in Group One, whose terms shall initially be for one year and there-

nominate for service on the Chicano-Latino Advisory Committee.

I have tentatively placed the appointments resolution on the
Thursday, March 8, City Council agenda. I have not contacted
applicants regarding their appointments and will not do so
until Wednesday, March 7. I will then send a letter of
rejection or intent to appointment, unless you have any
suggestions for changes.

I am interested in becoming a member of the Chicano-Latino Advisory
Committee , I am 32 years old and a life-long resident of .
St. Paul. For the past-two years I have resided on the West
Side of Saint Paul .
I am a graduate of Monroe High School, Saint Paul.
I have been employed by the City of Saint Paul since June, 1964 .
I have worked in various areas including the Health Division,
School District #625, Planning Division, City Council, Budget
Section ,and Mayor ' s Office .
By virtue of employment with the City, I have been exposed to
a great variety of citizen groups, governmental agencies , private
foundations, etc. and feel this knowledge will aid me in serving
on the Committee .
I have also worked part-time as a sewing instructor and a
waitress.
To date, I have not been a member of any co,mmunity groups and
wish to pursue involvement at this time,
I appreciate whatever considera�ion you can qive my application
for this committee .

I feel I am well qualified for a seat on this Council because
of my experience in working and living in the West Side Comm—
unity which is mainly made up of Spanish speaking residents.
I presently work at Ramsey Action Programs, Inco as a Community
Services Specialist in the West Side office. This means I work
with residents of the community.
The services that I perform include helping famili.es locate
homes, emergency food services, and referring persons to any
other agency that provides services that our agency does not;
such as Salvation Army, Family Services, etc. I also assist
non—�glish speaking residents in filling out forms; such as ti��el—
. fare, Social Security, etc.
Through my job I see so many of the problems in this community;
and i feel that I could be of real help to the Spanish speaking
community and to your office if I were seated on this Council.

If it is not too late, I would like to be considered for the
Mayor ' s Chicano-Latino �dvisory Council.
As an assistant pastor at Zion Lutheran Church, I am in charQe
of serving the spiritua' and social needs of the Hispanic Community
�.n the North End and sur.rounding area in St. Paul . We have a 5panish
newspaper , "El Universo ," and a radio program "La Voz Amiga ," which
are designed to disseminate public information and social action news
to the community.
I have only been in St. Paul for seven months, and I am not
totally aware of all of the problems facing our community, but I
believe this is an advantage and not a detriment . I won "t be pre-
judiced about past failures or successes . I believe this will allow
me to look objectively at all the issues .
I have lived most of my life in the San Diego area approximately
5 miles from the international border. I took classes at the San
Dieao State University on Minority Group RElations, History of Racism,
and Modern U.S. History. This �ast summer I spent 8 weeks in Chzcag�
at a Hispanic Workshop dealing with the problems of tY�e Hispanic and
Urban centers . I believe these studies and my experiences in San
Diego enable me to understand and grasp the problems that are facing
the Hispanic Community in St. Paul.

The job consists of diverting first time offenders from those activities which are
destructive and detrimental to society. My duties as a Diversion Counselor are to
provide needed resources and personal counseling to the individual offender. For
exarnple, Welfare assistance, job counseling, vocational counseling and referrals.
I also screen for potential clients in the Municipal and District Courts for possibie
