The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

ADVISABIL•ITY AND DESIRABILITY
PROJECT: �
Construct new sidewalk on both sides of HAZEL STREET from East Nebraska Avenue
to East Montana Avenue and do all other work necessary and incidenta} to said
improvement. Also condemning and taking an easement in the land necessary for
the slopes, cuts and fills� including right of removai of late�al support from
subject land or remainder thereof occasioned by excavations thereof �or con-
struction of slopes in the process of constructing new sidewalk on both sides
of Hazel Street from East Nebraska Avenue to East Montana Avenue.
This work shall be part of the HAZEL-MONTANA, District 2, Residential 5treet .
Paving Project No. , 79-P-07326.
INITIATING ACTIQN:
Hazel from East Nebraska to East Montana, as well as approximately 1 .5 miles of
other roadways,. were selected for improvement under Year t of the Residential
Street Paving Program in the East Arlington area, and the orders for the roadway
work were passed by Council as Residential Street Paving Project 77-P-0738 (EAST
ARLINGTON) . Hazel from Nebraska to Montana and Montana from White Bear to Hazel
were included in the East Arlington project, but were not done because of lack
of funding. They are both to be done in Project 79-P-07326.
The intent of this program is to provide assessment free improvements of neighbor-
hood roadways. The present City Council assessment policy however, says that
first time (new) sidewalk construction must be assessed. Therefore, the public
hearing request for East Arlington area, 77-P-0738, did not call for new watk
construction on the subject btock of Hazel Street.
Pu51ic Works feels that walk is desira�le here end is introduc�n� a separats order.
EXISTING COt�DITIONS:
Hazel from E. Nebraska north to East Montana is an oiled street with no curb or
public sidewalk. Slopes extend from private lawns to the edge of the roadway,
. making the boulevard grade very uneven and irregular. Many children use this
route to Hayden Heights Schooi , and the existing conditions necessitate walk+ng
in the roadway.
Alt other roadways to be improved have existing sidewalk. �
PROPOSED IMPROVEMENTS:
In order to provide continuity of public sidewalks in the neighborhood and to pro-
vide a complete improvement of the public right-of-way, new sidewalks are proposed.
Walks will be five feet in width. Irregular grades will require the acquisition
of a slope easement. Topsoil and sod will be placed on all disrupted areas. The
walk on the east side of Hazel witl be offset 4' from the property line to ease ,
the slope problems. .

The segment of Hazel Street without walk could be left as is. To do so would
require many pedestrians (including school children) to walk in the roadway.
POSITIVE BENEFITS:
Construction of new walk would provide continuity in the public sidewalk and
greatly increase the pedestrian safety on Hazel Street.
ADVERSE EFFECTS: ,
� One 6" and one 10" tree, two bushes and a portion of_ fence witl be removed due
to the acquisition of slopes.
TIME SCHEDULE: �
Construction, which will be done with Project P-07328, should commence in the
Spring of 1979. While this new sidewalk can be con.structed in a very short
time, the entire paving project should take approximately 60 days.
COST ESTIMATE:
Construction Costs $3400.00 .
Engineering � Inspection 600.00

ESTIMATED FINANCING:
Homes on the east side of Hazel qualify for the long side benefit which says the
first 125 feet of long side frontage shall be assessment free. The west side
houses appear to face Hazel and would be assessed at the subsidized rate for new
sidewalk construction of $4.00 per front foot.

SUMMARY AND RECOMMENDATIOtJ:
Public Works proposes to construct new 5 foot wide sidewalk on Hazel from East
tJebraska to East Montana to provide continuity in the neighborhood sidewalk system.
The Department of Public Works feels this is a necessary and worthwhile project and
recommends the approval of the order.
