The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City of�cers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

Public Hearing -
ADVISABIL{TY AND DESIRABILITY
PROJECT:
Improve HAZEL-MONTANA in District 2, under the Residential Street Paving Program .
by constructing bituminous roadways with concrete curb and gutter, sidewalks,
driveways, storm water drainage facilities, ornamental lights� landscape boule-
vards and all other work necessary and incidental to said improvement. A1l road-
way improvements shall be referred to as Public Works Project No. P-07328. All
ornamental lighting shall be referred to as Public Works Project No. V-06496.
Streets to be improved include the following:
MONTANA AVE. from White Bear Ave. to Hazel St.
HAZEI.. ST. from Nebraska Ave. .to Montana Ave.
INITIATING ACTION: -
Hazel from E. Nebraska to E. Montana and Montana from White Bear to Hazel were
selected for improvement under Year. l of the Residential Street Paving Program
in the E. Arlington area, and the orders for the raadway work and lighting were
passed by Council (C.F. #269145, approved June 2, 1977) as Residential Street
Paving Project 77-P-0738 and 77-V-0649 (EAST ARLINGTON) . Hazel from Nebraska ta
Montana and Montana from White Bear to Hazel were inctuded in the E. Arlington
project, but were not done because of lack of funding.
These streets we�-e again selected by the District 2 Citizens Committee and were
subsequently recommended by the CIB Committee.

Although these streets have already been passed by the Council , we are resubmitting
them at this time to accommodate the new Council members and any new property
owners who may not be aware of the Council 's past action.
EXISTING CONDITIONS:
All streets contained in this proposal have an oiled roadway surface. Driving
surfaces are rough and uneven. All streets carry local access traffic only and
have low traffic counts.
Hazel from Nebraska to Montana has no sidewalk. To construct new walk on Hazel
4aill require slope easements. The necessary plans are being prepared and a
separate Final Order for new walk will be before the Council shortly.
Existing driveways are narrow and in poor condition. Boulevards are in need of
regrading. Street lighting is old and insufficient. Storm sewer construction
has been completed in this area.

� PROPOSED IMPROVEMENTS:
A new bituminous roadway with concrete curb and gutter is proposeii. Roadway width,
curb to curb, will be 32' . Because of the heavy side street parking adjacent to
4lhite Bear, Montana will be constructed to a width of 44' from White Bear east to
the alley (approximately 150 feet) .
All old tile sidewalk will be reconstructed, as well as any other walk which is
broken or tree heaved. All driveways will be reconstructed where existing drives
exist, or where property owners request. All existing house outwalks .w.ill be
reconstructed. Boutevards witl be regraded and sodded fror� curb to sidew�lks
and an energy efficient sodium vapor lighting system will be installed.
POSITIVE BENEFITS:
Complete improvement of the public right-of-way wi11 greatly enhance and add to
the quality and character of the neighborhood. � . _
ADVERSE EFFECTS: •
Minor disruption to the area during constructior� is seen as a temporary adverse
effect.
SPECIAL CONSIDERATIONS:
Ornamental lighting and new.tree planting will not be done with the roadway con-
struction. Separate contracts will be awarded for these items in an attempt to
obtain better unit costs. Construction of all work will be properly coordinated
however. -
This project has been approved through the Capital {mprovement Budget process.
TIME SCHEDULE:
ConstrucLior, shoulo commence around June, 157;. Actual �.onstruction should be
completed in 60 days or less. All work shall be completed before Freeze up in
the Fa; l , with the passible exception of neYr tree planting, which may be done
in the Spring of 1980.
