WHEREAS, on January 17, 1979, the Housing and Redevelopment Authority
Board of Commissioners approved the concept for the Urban House Design (Narrow
Lot) Competition; and
WHEREAS, the Urban House Design Competition has a proposed budget of $20,000;
now, therefore, be it
RESOLVED, that upon the recommendation of the Mayor, the Council of the City
of Saint Paul does hereby approve the following Corr�nunity Development Year IV
budget transfer for the purpose of funding the Urban House Design Competition in
accordance with the attached budget; and be it
FURTHER RESOLVED, that the budget provided by the City of Saint Paul to the
Housing and Redevelopment Authority of the City of Saint Paul for implementation
of a portion of the City's Community Development Year IV program is revised as
indicated below:

R E G A R D f N G URBAN HOUSE COI�IPETITI ON
During the last few years there has been a constantt unresolved issue of whether it is
. practical to construct new single family homes on narrow lots in different nei.ghbarhoods
within the City. In order to generate some real interest in tackling this problem, the
: Staff is suggesting the City sponsor a competition for the design and construction of
architectually compatible, energy efficient, affordable homes on narrow lots. The com-
• petition would hopefully demonstrate that such houses are aesthetically and technically
feasible and marketable in the City limits of Saint Pau1, Such a demonstration would also
be an aid in furthering the s•ale of not only HRA-owned lots, but other privately owned and
tax forfeited narrow, currently undeveloped, lots within the City.
PROGRr1M ,
The competition would be open to anyone wishing to enter--but the winning solutions would
need to be feasible for construction, and the winning competitors would have to actually
undertake and complete construction within a budget which is appropriate for the specific
area. The comoetition would be held in three stages as follow�:
Stage I; Pretiminary Desi_gn
Up to five designs chosen with $500,00 awards for each, These five winners would
proceed to Stage II.
Stage II: Desi�n Development/Working Drawings
Up to three First Place winners plus runner up awards, First Place winners would be
given the opportunity to proceed into construction. Runner up winners will be given

opportunities to construct if First Place winners do not proceed to construction.
The intent is to have three winners actually consrruct three houses; any winning
competitor who does construct a home can have the option of purchasing a designated
HRA lot for $1.00.
Stage III: Construction
Up�n completion of construction, an additional award of $2,000,00 can be made t� ,
three winners. Additionally, there is the possibility each winner who constructs, a
home could receive a below marlcet interest rate mortgage if a quaZified buyer can be
signed up by September 30, 1979.
The co:�petition would include the identification of Qossibly six narrow lots currently
owned by HRA in District 7, Thomas Dale, and District 8, Summit University. It is proposed
the competito'rs would have the option ot designing a house for any of these lots; it is
proposed any lot conveyed for this competition would be Yor $1.00.
The suggested l.ots are the following:
615 Park (8E-16) SO' x 100'
687 St. Anthony. (56-E) 39' x 121'
581 Marshall (96-K) 39' x 132'
482 Dayton (127-D) 40' x 117' '
708 �iarshall (10�-B) 42' x 161'
839 Dayton (111-D) 40' x 177'
Staff has contacted personnel in both Districts 7 and 8. The District 8 planning Council
President has indicated support of the idea and indicates the District would be interested
in the outcome and be willing to participate. Since the suggested lots in District 8 have
been advertised for sale and no purchaser has expressed interest, District 8 would not
object to designating the lots for this competition. District 7 expressed reservations

in supporting the competition, and the designation of a lot from District 7 to the program,
without a detailed presentation and discussion with City Staff, In any event, prior to the
initiation of this proposed competition, the Staff would request to meet with each of the
District Councils, and discuss the merits of the program and the reservaLions of the above-
mentioned lots.

A competition jury would be organized and the jury would judge all entries in accordance
with a set criteria, It would be comprised of representatives from the architectural and
en�ineering professions, construction field, the community, historic organizations and
others, �

The schedule for the competitiom would be as follows:
1) January 15 - February 11, 1979: Planning competition, advertisement, etc.
2) February 12 - March 23; Stage I
3) March 24 - March 31: Stage I Jury
4) April 1 - June 1: Stage II �
5) June 2 - June 9: Stage II Jury
6) June 10 - June 30: Sign construction contract, financing, etc.
7) July 1 - December 1: Construction �
� 8) May 1 - June 12, 198�: Public viewing
COMPETITION COSTS
In order to administer this program, it is obvious various expenditures will need to be made.
It is proposed awards be made to competition winners; the total amount of awards depends on
the number of design submissions and homes actually constructed. At Stage I, a maximum of

$2,500.00 will be awarded if five acceptable preliminary desi�ns are submitted. Additior.al
awards will be made beyond Stage I only if an approved hocne design is actually constructed;
each of three possible home builders would receive a $2,000.00 award. ,Therefore, award
funds are proposed as follows: �
Stage I $2,500
Stage II 56,000
Total Possible Awards $8,500
In addition to the above, as a further incentive to obtain construction of a design awarded
hvme, it is proposed that winners have the option of purchasing an HRA lot, currently
valued between $2,400-$3,450, for $1.00. If this does occur, the current value of the lots,
or the expected sales proceeds, need to be paid into the NDP Program Income Land Sales
Account. Approximately $S,000 is necessary for this purpose.
Furthermore, it is anticipated certain advertisement and promotional activities will need to
be undertaken to insure a successful program. It is estimated $3,500 will be adequate for
this purpose; hopefully a good advertisement program can be undertaken for less.
Therefore, the cost. of the competition can range from $3,500, which would be for advertise-
ment only, to maybe $6,000, which would be for advertisement plus the cost of Stage I
preliminary design awards only, Tf only one home is constructed, the cost would be
approximately $10,800; the full cost of the program, if in fact three winning home designs
are constructed, is estimated to be $20,000.
In the event the HRA Board should authorize the initiation of this competition, Staff
along with the Conununity Development Division will process a budget amendment to be presentec
to the City Council reflecting this request as an increase in the CD Year IV Contract '
Ser�ices Budget.

Staff feels if we could in fact obtain the construction of a compatible, affordable
house on a narrow sized lot in Saint Paul, Chis program is worth under-taking.
Therefore, Staff requests HRA Board authorization to proceed with the planning �nd
initiation of this competition, authorization to convey up to ttiree HRA o�aned lots
for $1.00, and authorization to initiate the necessary budget amendment to be
presented to City Council.

ACTION REQUESTED: Transfer of $20,000 from CD Year IV Unearmarked Contingency to
CD Year IV Contract Services.
PURPOSE AND RATIONALE FOR THIS ACTION: The Urban House Design Competition was '
approved by the Housing and Redevelopment Authority Board of Commissioners on
January 17, 1979. This transfer would provide the Urban House Design Competitian
with a budget to be administered through Contract Services.
