RESOLUTION AUTHORIZING SUBMISSION OF APPLICATION
TO THE DEPARTMENT OF TRADE AND ECONOMIC DEVELOPMENT'S
CONTAMINATION CLEAN-UP PROGRAM
1 WIIEREAS, the "Johnson Liquor Site" as lrnown by the Dayton's Bluff neighborhood is located at
2 the northwest corner of Old Hudson Road and Johnson Parkway consisting of approximately 7.5
3 acres adjacent to approximately 2 acres of City owned property that has never been improved other
4 than to remain as deteriorated asphalt; and

WIIEREAS, this site is one of the lazger underutilized tracts of land in the City that has remained
largely vacant and continues to deteriorate due to the conditions affecfing the site; and
WIIEREAS, a Phase I Environmental Site Assessment, Phase II Environmental survey and market
study have been completed on this site; and
WHEREAS, Parkway Piace Senior Housing, LLC is proposing to build a$12.5 million rental senior
housing complex providing 80-100 units of new housing; and
WIIEREAS, the St. Paul Comprehensive Plan which was approved by the City Council and includes
an approved Housing Plan directly idenfifies the need for to expand efforts to enhance the city's
traditional neighborhood design and public spaces, meet new market demand and by encouraging
production of 300-400 housing units a year; and
WI IEREAS, Parkway Place Senior Housing , LLC has submitted a proposal to the HRA to develop
the Old Johnson Liquor Site consistent with the City's desires and goals pursuant to the City's
Comprehensive Plan; and
WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (HRA)
approved by Resolution 2001-10/24- to supportlsubmit an application under the Department of
Trade and Economic Development's Contamination Cleanup Grant Program.
BE IT RESOLVED BY that City of Saint Paul, Minnesota hereby supports and approves submission
as the legal sponsor for the project contained in the Contamination Cleanup Crrant Program to be
submitted on November 1, 2001 and that the Director of the Department of Planning and Economic
Development is hereby authorized to apply to the Department of Trade and Economic Development
for funding of this project on behalf of the City of Saint Paul/Housing and Redevelopment AuthoriTy
of the City of Saint Paul, Minnesota.

$E IT FURTHER RESOLVED that City of St. Paul/Housing and Redevelopment Authority of the
City of Saint Paul has the legal authority to apply for financial assistance, and the institutional, p�— �C 41
managerial, and fmancial capability to ensure adequa#e project aduunistration.
$E IT FURTHER RESOLVED that the sources and amounts of the local match identified in the
application aze committed to the project identified. HRA Resolution 2001-3/28-4.
BE IT FUR"I"HER RESOLVED that City of St. Paul/Housing and Redevelopment Authority of the
City of Saint Paul has not violated any Federal, State or local laws pertaining to fraud, bribery, graft,
kickbacks, collusion, conflict of interest or other unIawful or comxpt practice.
BE IT FURTHER RESOLVED that upon approval of its application by the state, City of Saint
PauUHousing and Redevelopment Authority of the City of Saint Paul, Minnesota may enter into an
agreement with the State of Minnesota for the above-referenced project, and that Housing and
Redevelopment Authority of the City of Saint Paul, Minnesota certified that it will comply with all
applicable laws and regulation as stated in all contract agreements.
NOW THEREFORE, BE IT RESOLVED that the Mayor and Clerk of the City of Saint Paul is
hereby authorized to execute such agreements as aze necessary to implement the project on behalf of
the applicant.
