WHEREAS, the Council of the City of Saint Paul , upon the recorr�nendation
of the Mayor, did approve the establishment of six (6) new Identified Treatment
Areas (ITA' s) as part of the Three-Year Community Development and Housing Plan,
said approval being contained in City Council Resolution Number 272352, dated
January 9, 1979; and
WHEREAS, the new Identified Treatment Areas (ITA's) will be implemented
jointly by the City and certain District Councils in accordance with the ITA
Program guidelines, approved by the City Council on June 27, 1978, Council File
Number 271332; and
WHEREAS, agreements have been made between the Mayor's staff and those
District Councils concerned with the six new ITA's, said agreements being generally
as follows:
1 . that $6,000 would be provided to each District Council which is
sponsoring an ITA for the period of April 1 , 1979 to December 31 ,
1979 (9 months) ;
2. that the funds will be used by the District Councils to support
corrnnunity organization, planning, and other activities directly
associated with the implementation of an ITA;
3. that a joint evaluation will be conducted by City staff and the District
Councils during the last three months of 1979. to determine whether
continued funding of this nature would be necessary for part or all of
1980;
4. that additional funding will be provided by the City if the results
of the joint evaluation call for additional funding; now, therefore be
