AUTHORIZING APPLICATION FOR THE TAX BASE REVITALIZATION ACCOUNT
WHEREAS, the City of Saint Paul is a participant in the Livable Communities AcYs Housing Incentives Program for
2001 as determined by the Metropolitan Council, and is therefore eligible to make application for funds under the Tax
Base Revitalization Account; and
WHEREAS, the City has identified a clean-up project within the City at 281 E. Kellogg Blvd. (James J. Hill Project) that
meets the Tax Base Revitalization AccounYs purposes and criterial; and
WHEREAS, the City has the i�stitutional, managerial and financial capaDility to ensure adequate project
administration; and
WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the contract
agreement; and
WHEREAS, the City Council of Saint Paul, Minnesota agrees to act as legal sponsor for the project contained in the
Tax Base Revitalization Account grant application to be submitted on November 1, 2001;
NOW, THEREFORE, BE IT RESOLVED, that the Department of Planning and Economic Development is hereby
authorized to apply to the Metropolitan Council for this funding on behalf of the City of Saint Paul, to accept funds if
awarded, and to execute such documents and budget amendments as are necessary to fuifill the terms of the grant
agreement on behalf of the applicant.

Revitalization Account program accepts applications twice each yeaz for funds to clean up polluted properties in
order that the properties can be redeveloped. The next application deadline is November 1, 2001. Applications
must be supported by CiTy Council resolulions authorizing the applicarions. The Department of Plamiing and
Economic Development has idenfified a project where existing poilution problems are inhibiting redevelopment.
The project is James J. Hill housing project at 281 E. Kellogg Blvd. (Conversion of a vacant wazehouse building
into 55 condominium housing units).
ADVANTAGES IF APPROVED: �
The City may receive pollution clean-up funds to assist in two redevelopment projects that are strongly supported by adopted
City plans and policies.
