Improve CASE AVENUE from Arcade Street to Earl Street by constructing a bituminous roadway, concrete curb and gutter, sidewalks as necessary, ornamental lighting system, storm water drainage facilities� and all other work necessary and incidental to said improvement. City Projects P-048Q and V-0613. . � EXISTING CONDITIONS: Case Avenue is a minor arterial , and is on the Municipal State Aid System. There is no curbing from Arcade to Forest. From Forest to Earl there is concrete curbing in fair to poor condition. The roadway is an oiled surface and varies in width from 30' to 44' . The sidewalks are in fair to good condition and we. are planning only a smali percentage of replacement. Most of the Elms on this street have been removed and new trees planted by the City Forestry Department. Present street lighting is located on N.S.P. poles. Lights are widely spaced and light tevels are inadequate. PROPOSED IMPROVEMENTS: Since this street is considered a collector street, the proposed construction would be heavier than a residential street and somewhat wider. The proposed width for the entire length of the project is 36' with parking banrted on one side of the street. . Only that walk which is badly broken or tree heaved will be reconstructed. Al1 driveways witl be reconstructed where existing drives �xist. All existing house outwalks will be reconstructed. Boulevards will be regraded and sodded f rom curb to sidewalks and an energy efficient sodium vapor lighting system will be installed. ALTERNATES: � The width of the roadway could be increased to 44' and this would allow parking on both sides of the street. Widening to a 44' roadway in a 60' right-of-way would reduce the boulevard to 3' and in areas of 6' sidewalk, it would be reduced to 2' . This narrow boulevard would require the removal of all trees. Do nothing - the riding surface would remain quite rough and the boulevards would continue to erode where curbing does not exist. Complete improvement of the public right-of-way will greatty enhance and add to the quality and character of the neighborh�od. ADVERSE EFFECTS: Minor disruption to the area during construction is the only conceivable adverse effect. Most h�mes in the construction area are serviced by public alleys which should help to minimize the inconvenience. SPECIAL CONSIDERATIONS: Ornamental lighting will not be done with the roadH�ay construction. A separate contract will be awarded for this item in an attempt to obtain better unit costs. Construction of all work will be properly coordinated however. Public Involvement: On September lg, 1978, a public informationat meeting was held in conjunction with the Dis.trict 5 Council meeting. Most of the residents at this meeting preferred the 36' width and the District Council motioned and approved the 36' width as proposed by the Department of Public � Works. � TIME SCHEDULE: If this project is approved, construction could begin in the Spring of 1979 and be completed within 60 days.
