RESOLVED, That in accordance with Chapter 21 of the Administrative
Code, the Council of the City of Saint Paui does hereby fix the 27th
day of March, 197g, at 10:00 o'clock in the morning, as the date on which
the Council will hold a public hearing in the City Council Chambers, Saint
Paul , Minnesota, to consider the level of street maintenance to be performed
in the City of Saint Paul in 1979 and the costs to be charged againstthe
benefitted property, and the City Clerk is hereby directed to publish
notice of this hearing i� the Legal Ledger twice, the last publication
being no less than one week to the date of the public hearing.

Notice is Hereby Given, that a Public Nearing will be held on the �day of March, 1979
�
a�t 10:00 a.m. , in the Saint Paul City Coun.cii Chambers, City Hall and Court House, Saint
Paul � Minnesota, the pu�pose of the public hearing being to consider the level of service
of Street Maintenance to be performed i� the City of Saint Paul in 1979 and to consider the
cost of such service to be charged against benefitted property according to Ordinance No.
15311 , Council File No. 260426.
The particular service to be performed and the estimated costs as proposed by the Department
of Public Works, are as follows :
CLASS I - Downtown or loop Streets
Description: -
Class I service will be performed on all downtown streets within the foliawing
boundaries : Kellogg Boulevard on the sauth and west , Eleventh Street on the north
and Broadway on the east.
. Proposed 1979 Level of Service:
The downtown streets will be swept three times per week and flushed five times
per week. All routine maintenance, including patching and repairing of street
surfaces will be perfor.med on an as-needed basis.
� Proposed Assessment:
� A1l Class 1 service will be assessed at a rate of $.98 per front foot.
CLASS II - Outlying Cormnercial and Arterial Streets �
Description:
Class li service will be performed on all outlying cammerciai and arterial streets
ir� the City. These are the major arteries in the City and have both heavy voiumas
of vehicular and pedestrian traffic and have frequent business or commeFCial
properties fronting on them. Typical examples would be as fallows : University
Avenue, Snelling Avenue, West Seventh Street, East Seventh Street, Rice Street, �
Payne Avenue, Arcade Street , Summit Avenue, Grand Avenue, and others. Al1 of
these Class II streets are accurately defined on a map available for viewing in
the Department of Public Works , Room 234, City Hall .
Proposed 1979 Level of Service: �
The Class II streets would be cleaned approximately 18 times per season. All
routine maintenance, including patching and repairing of street surfaces, will
be done on an as-needed basis. .
Proposed Assessme�t : � �
Under Class II service, there will be two assessment rates, one commercial and �
' one residential . The commercial property rate will be $.67 per front foot and
the residential property rate will be $.33 per front foot.

CLASS III - Ali Residential Streets

Description:
Ciass ill service would be performed on ali residential streets including
oiled streets , paved streets and intermediate type streets. �
Pro�osed 1979 Level of Service:
Residential streets, including oiled, paved and intermediate streets would �
receive a thorough cleaning each spri�g which would include sweeping and
flushing. Patching and repair work would be done. on an as-needed basis.
Approximately 150 miles of oiled strests would receive a sand sealcoat.
In the fall , leaves would be picked up f�om these streets.
Proposed Assessment:
Under Class 111 service to residential streets , we have two assessment
categories. The residential property rate would be $.33 per front foot
and the commercial p roperty $.50 per front foot.
CLASS IV - All Oited and Paved Alleys
Description:
Class IV service would be performed on all oiled� paved and intermediate
type alleys within the City.
Proposed 1979 Level af Service: �
All oiled, paved and intermediate alleys would receive a thorough cleaning
each spring. Efforts would be made to compTete the cleaning by June 15th.

including patching and repair of the alley surface would be performed on
an as-needed basis. Al1 paved alleys will be covered with a rock sealcoat.
Pro�osed Assessment :
Under Class IV ailey service, there would be one assessment whether it is
oiied, paved or intermediate. An assessment of $. 1$ per fror�tfoot is proposed.
CLASS V - Unimproved Streets and Alleys
Description:
Class V service will be performed on unimproved streets and alleys. By
unimproved, we mean those streets and alleys that have not been developed
for one reason or another. They are platted City right-of-ways; however,
the abutting residents have never petitioned for their improvement nor
have there been a�y assessments levied. Because they are City right-of-ways,
the City has the responsibility to perform minimal repairs and maintenance
work to reduce hazards.

Praposed 1979 Level of Service:
� The maintenance and repair of these streets and alleys will consist of patching,
minor blading, placing of crushed rock and ather stabilized material in order to
make them passable and reduce hazards.
Proposed Assessment:
Under Class V service, we propose the following two assessments. Since there
wil) be no sweeping and flushing involved� the assessment is based only on the ;
patching and repair work that may be needed. For streets, we propose an assessment
of $. 16 per front foot. Under alleys , we propose an assessment of $.09 per front
foot. These assessments will provide the bare minimum funds necessary to take care
of tfiese unimproved streets and alleys.

Re: 1979 Summer Street Maintenance Program
Dear Peter :
We are enclosing the following documents pertaining to the 1979 Street and
Maintenance Program:
l . A Resolution establishing a date for the City Council
Public Hearing on the program.
2. A notice of the Public Hearing, including a description
of the work to be performed and the proposed assessment
rates and source of financing. �
3• A Council Resolution authorizing the Department of Public
Works to perform the work as described.
We are proposing a 1g79 budget of $3,932,900 which is about six percent above
the 1978 figure. The increase for all residential property would be two cents,
from thirty-one to thirty-three cents per front foot. Commercial and indus-
trial property would increase three, four and five cents respectively for
locations on residential , arterial and downtown street systems. This increase
will provide approximately the same level of service and we feel we must have
a slight increase since one has not occurred for the last five years.
No unusual maintenance procedures are anticipated for 1979• We plan to cover
the paved alleys with a rock sealcoat and also pla� to sand-seal about one-
third of our oiled residential streets or approximately 150 miles. We also
plan to schedule a few short sections of asphalt overlay; some special repairs
on Shepard Road ; some joint repairs and possibly some short sections of special
grinding maintenance procedures.

The date of hearing will be scheduled by Mr. Al Olson, Council Recorder at
the appropriate council session. We will schedule an informational meeting
before the Public Works Corronittee prior to that time. Please process this
quickly, as some legal hearing notification requirements are necessary and
the hearing date should be prior to April l , 1979•
