Section 1.
i Pursuant to the authority contained in Ordinance No. 16006
adopted May 18, 1976, as amended by Ordinance No. 16429 adopted
April 4, 1978, upon the request of the Heritage Preservation Com-
mission of the City of Saint Paul and after having duly considered
�, the matter at a public hearing held in accordance with the said

ordinances, the Council of the City of Saint Paul does hereby
' designate the following described property to be a Heritage Preser-

' WHEREAS, THE St. Paul Heritage Preservatlon Commission has advised the
Planning Comnission of the proposed designation of Ben�amin Brunson House
at 485 Kenny Road as a Heritage Preservation site;
WHEREAS, the Heritage Preservation Comnission has forwarded a program for
' the preservation of the site;
BE IT NOW RESOLVED, that the Planning Commission makes the following
recomnendations wlth respect to the designation of the Brunson House.
1 . While the intent of the 1963 Comprehensive Plan was to allow industrial
expansion into the area of the Brunson House, its designation will
encourage retention of residential uses and suggest changes in the
' comprehensive plan when the land use segment is revised.
2. The designation and encouragement of residential use is in keeping
, with the District 5 Plan and plans for the Railroad Island area.
Designation may encourage housing improvements and aid in the success
' of new housing construction on the Highway 212 site. Together, these
actions may bring new life to one of the oldest housing areas in St. Paul .
3. If the conditions around the house are to become more conducive to a
' residential environment, a clearly defined line between housing and
industrial areas should be developed. This is being accomplished
through the distrlct plan, Railroad Island studies and the revision
of the land use plan segment of the city's Comprehensive Plan.
4. The Plannin Commission recommends a roval of the ro osed desi nation
