� WHEREAS, the children of Charlotte P. Ordway wish to donate funds in
her memory in the arr�unt of One Hundred Thousand Dollars ($100,000) to the City
of Saint Paul for the construction of a Japanese Memorial Garden, and
WHEREAS, the proposed Japanese Garden is to be located on a one acre
designated area within Como Park, and
WHEREAS, the Japanese Garden will esthetically enhance the beauty of
Como Park, and
WHEREAS, the visiting public will enjoy the beauty and tranquility of
the Japanese Garden, and
WHEREAS, the City of Saint Paul is desirous of having a Japanese Garden
in Como Park,
NOW THEREFORE BE IT RESOLVED, that the Mayor and Council of the City of
Saint Paul do hereby gratefully accept the One Hundred Thousand Dollar ($100,000)
gift, and hereby direct the proper city officials to deposit the gift in the �
Japanese Garden Expendable Trust Fund.

Re : Corno Park/Japanese Memorial Garden
Dear Mr. Ricci :
I am enclosing herewith checks totalling
$60, 000 payable to the City of Saint Paul as partial
satisfaction of the gift of the children of Charlotte
P. Ordway to the City of Saint Paul for the construction
of a Japanese Memorial Garden at Como Park. The individual
donors and amount of their donations at this time' are
as follows :
Sally 0. Irvine $10, 000
J. G. Ordway, Jr. $20,000
Polly Wallace $20, 000
Helen P. Wright $10, 000
These checks are being tendered to you as
representative of the City of Saint Paul on the following
conditions and understandings :

(1) The City Council of the City of Saint
Paul will pass an appropriate resolution accepting the
donation and dedicating the funds solely to the construction
of a Japanese Memorial Garden at Como Park.
In this reqard, it is my understanding that the
City has estimated the construction costs of such a Japanese
Memorial Garden to be approximately, but not more than,
$100,000 . If the construction costs are less than $100,000,
I am confident that the donors would favorably consider
allowing any excess funds to be used for maintenance of the
Garden. If the construction costs exceed $100, 000 the City
will complete the project with City funds .
(2) The City of Saint Paul assumes full responsi-
bility for annual maintenance of the Japanese Memorial
Garden after its completion. Reference is made to �ny letter
to you of October 17, 197� in which Mrs . Irvine and Mr. Ordway,
on behalf of all of the donors, indicated an unwillingness
to make a financial conunitment for maintenance of the Japanese
Garden. This will be an obligation of the City.
With the exceptiori of the additional $10, 000
gift from Mrs . Irvine (which will be available in mid-March)
I have not yet been advised when the remaining $30, 000
will be available. However, I am confident that the funds
will be in your hands prior to June 30 , 1979 .
