RESOLVED, That the Council of the City of Saint Paul
hereby accepts grant agreements from the Northwest Area Foundation
and the Otto Bremer Foundation providing the City with the sum
of $90, 000 to be used by the City for employee training programs,
citizen needs surveys, innovative services and public information,
and the proper City officers are hereby authorized to accept the
agreement on behalf of the City and to expend the grant funds
pursuant to the terms and conditions of said grant agreements.

Attached is a resolution accepting the award of $90, 000
of Foundation funds for the City of Saint Paul to improve
its governmental services.
The $15, 000 from the Otto Bremer Foundation is to carry on
the citizen survey work begun by the Department of Finance
and Management Services this past year. The purpose of the
survey is to gain a better understanding of citizen attitudes
as to what they believe city services are worth, given the
existing property tax burdens. The survey' s results should
prove useful for next year' s budgeting process.
The $75, 000 from the Northwest Area Foundation will be used
by city staff and citizens' groups who have specific ideas
as to how to improve upon city services. This grant was
requested on the basis of numerous meetings with city employees
and citizens who felt that the availability of small project
funds could make a significant difference for trying out new
ideas which may positively influence city services.
The acceptance of these funds will in no way place additional
burdens on the city' s budget. The money cannot be used to
hire staff, nor can it be used to expand existing programs.
The City Council wil,l receive periodic reports on how these
funds are being expended.
