WHEREAS, It is the Council's intention to consider the adoption of
an ordinance leading to a cable communications franchise; and
WHEREAS, It is the Council's desire to fully inform itself about
cable communications prior to the adoption of such an ordinance and the `'��
award of such a franchise• and

WHEREAS, It is the policy of the Council to comply with the provi-
sions of State law as stated in Minnesota Statutes chapter 238 and
specifically pursuant to the regulations promulgated by the Cable
Communications Board (4 MCAR s. 4. 111-4. 120. Franchising and Franchise
Renewal Procedures) ; therefore, be it
RESOLVED, That the Council of the City of Saint Paul establi�h a
I Citizen Advisory Committee on Cable Communications.
The Committee shall:
1. ) stud cable communications through a review of

! published information, state and federal statutes and rules and regula-
tions, a consideration of the experience of other municipalities and
� the testimony of interested parties.
2. ) assess the communications needs of the citizens of
I the City of Saint Paul.
3. ) consider the requirements and specifications for a
cable service territory.
4. � examine the staffing and consulting needs of the
franchising process.

5. ) evaluate the current state of the art and available
technology utilized by cable communications systems.
6. ) evaluate the prospective applicants' capability to
�� meet the needs of the citizens of Saint Paul.
7. ) report its findings to the Council and conclude its
study with final recommendations concerning whether to continue the
franchise process leading to an ordinance and an award of a franchise.
�', The final report and recommendations shall be made available for the
'� Council' s review 180 days from the date of the adoption of this
I resolution; and, be it
FURTHER RESOLVED, That the Committee be chaired by a member of the
City Council and consist of an additional eight citizens appointed by
the Mayor of the City of Saint Paul. No person shall be appointed to
the Committee who is commercially involved in cable communications
activities or other communications media. However, nothing in this
I�� resolution shall be construed to deny such persons from acting in an
informational capacity upon the request of the Committee.
