RESOLUTION AUTHORIZING PROPERTY ACQUISITION
NORTH OF ST. STANISLAUS DEVELOPMENT AREA
COMMUNITY DEVELOPMENT DISTRICT 9
WHEREAS, the City Council has approved Community Deve�;opment
Block Grant Year IV Program and Budget by Resolution, Counc3l File
No. 270331, adopted January 5 , 1978;
WHEREAS, the City Council has approved the Redevelopment Plan, ,
Community Development Program Year IV, and Project activities therein
provided for by Resolution, Council File No. 271270, adopted June 15,
1978; and
WHEREAS, said Program and Plan provide for the a�u�:`�a.tion and
i demolition of substandard structures in the North of St. Stanislaus
Development Area for the purpose of removing cor�ditions of deterior�
� � tion and the development of new single family housing; amd -
�;
� ' WHEREAS, the Housin and Redevelo ment Auth�rit of� `�e Cit A'`�°

Saint Paul, Minnesota (HRA) made certain determi.nations respecting`
building conditions and necessity to acquire. the properties in said
Development Area under the Program and Plan; and

WHEREAS, on February 15 , 1979 , the City Council c�nducted a
public hearing on this proposed acquisition, at which.Hearing the
Council was advised of the removal of the property at 426 1/2 Superior
Street from the HRA acquisition proposal.

NOW THEREFORE, BE IT RESOLVED by the Council of the City of
Saint Paul, in view of the foregoing hereby adopted as findings
that the public acquisition by HRA of the properties identified as
� Parcels 56-6 at 418 1/2 Superior Street; 56-10 at 436 Superior Street;
+ 56-11 at 190 Richmond Street; 56-26 at 391 Michigan Street; 56-27 at
387-389 Michigan Street; 57-11 at 431 Superior Street; 57-12 at
433 Superior Street; 57-13 at 435 Superior Street; and 57-14 at
439 Supe�ior Street, Saint Paul, Minnesota, in the North of St. Stanis-
laus Development Area, Community Development District 9 , under provi-
sion of the Community Development Program Year IV and the Redevelopment
Plan therefor, is hereby approved upon a determination and redetermina-
tion hereby made that the financial assistance to be provided under the
Community Development Program is necessary to enable the Program to be
! undertaken in accordance with the Redevelopment Plan, that the land in
the Development Area, herein identified, would not be made available
! for redevelopment without such financial aid, and that the public �
acquisition, clearance and sale for private redevelopment of said
� properties is necessary and in the public interest and welfare in
� order to eliminate conditions of blight and deterioration.
, � RESOLVED FURTHER that the Relocation Plan considered and approved
with the Redevelopment Plan, Community Development Program Year IV,
, establishing capability to relocate persons and families displaced by
this acquisition, approved by Council File No. 271270, is hereby
, redetermined and approved.
