' Administrative Aide I _ � ' Administrative Aide II Administrative Aide III Administrative Aide to the Mayor ' Communications and Program Director I Legislative Aide Research Aide , Secretary to the Mayor '� Tn order to routinely establish their salary, a formula µ�as established which would increase or decrease their pay based on a percentage equal to 80% of the increase ' in the July to July cost of living index for Urban t��age Earners and Clerical Workers in the Saint Paul-Minnea�o1is Metropo7itan Area (1967=100) . This -Formula � also limitecl these salaries to 90% of the salaries applica5le to the m�mbers of the Ci ty Counci 1 and i n the case of the P9ayor's Offii ce, to the ��layor's sala•ry. j Each year these adjustments were to become effective on the first day of the first payroll period after December 25th. , Since this ordinance was passed, the Bureau of Labor Statistics (BLS) changed the publication dates for the Minneapolis-Saint Paul index from quarterly to bi-monthly. Instead of publishing a local index for the month of Ju1y, the index no�v comes out in June and August. ' For June, 1978 the CPI for Minneapo]is-Saint Paul increased 8.5% from the previous year (based on an eleven month annual rate) . For August, 7978 the increase was j 70.7% (based on a ten month annual rate) . 80% of the 8.5% Jun� increase ��rould amount to an increase of 6.8% for these �; employees. 80% of the 10.7% August increase tivould be 8.56%, � � � *^: ` •'-�_ �' � . _ 2 _ c�ry , �G I���� ( Al1 of these increases are above those granted to other city employees. Thus far, �he maxir�um city increase for 1979 will be 6.4�. � Because of tne change in the BLS reporting procedure, the existing rule does not work and must be changed. The simplest solution �vould be to change the rule to j conform �rith the new BLS reporting procedures. I believe, hou�iev�r, that an i evaluation of the present system u�rould be in order. , You will recall that the present system ti,ras established as part of an agreement with the aides. The administrative aides agreed to disband their bargaining unit, j and the legislative aides agreed not to for a bargaining unit in exchange for the city adopting the present systen. The system has worked well in the past two years because the increases v��ere comparable to other city employees. As indicated ' above, the increases in 1979 under this system will exceed the increases of other i city employees as t�lell as President Carter's wage and price guidelines. I believe a superior system would be to tie the increases for the aides to a ' comparable city bargaining unit. I suggest the Professional Employees Association Y. This is parallel to the system used for setting the salaries of the department and office directors, using the settl�ments reached bet�veen the city and the Management , and Professional Supervisory Employee Organization. �� I propose this change to you for the follou�ing reasons: 1 . The aides perform important and legitimate functions far the city. They should not be penalized because of their appointed status. ' ' 2. The use of a "formula" to zncrease salaries is an anachronism in the city system. A �vay to ensure comparability of increases is to tie the increase to other bargaining units. This method is used for confidential employees in the City Attorney's Office, the Budget Section, the Personnel Office, and for the office and department directors. 3. Elected officials retain the power to control their appointed employees' � salaries through appointment to steps A-F in the grade. This change only ' ensures that the salary rates stay comparable to the salary rates of other city � emoloyees. I recognize that this is a policy matter about which Council members have strong � beliefs. I do not object to tne Council separating the �ldministrative Aides fror^ ' the Legislative Aides. I request your support of this proposal for the Administra- '� tive Aides. � �1y proposal for this coming year is to provide a 5% across the board cost of living ' adjustment for a17 of my department and office directors and for ny Adr�inistrative � Aides. As stated in my January 3rd memorandum, I believe the existing formula for � increasing salaries is an anachronism. My recomriendation is to increase mayoral ; staff salaries on the basis of increases given to comparable bargaining units. In this case, it would be PEA I for Administrative Aides and Local #2508 for Secretary to the Mayor. This method is used for confidential employees in the , C�ty Attorney's Office, the Budget Section, the Personnel Office, and for Office � ' and Department Directors. , Under this plan, these employees will receive a slightly higher than 5 percent increase for 1979. I ',< MEMORANDUM OF UNDERSTANDI�VG c r ���iJ(J — �Gl� = �� ' � ' � ��� � � � This Memorandum of Understanding shall apply to the Unclassified Confidential ' Professional and Clerical Employees holding the following Unclassified titles: I ��, Administrative Aide I '�i Administrative Aide II � Administrative Aide III ' Administrative Aide to the Mayor Communications and Program Director I Research Aide i Secretary to the Mayor , 1 . Employees employed in the aforementioned unclassified titles in positions � ' which are considered confidential shall have their salary range adjusted ' annually by an amount equivalent to the annual adjustment applicable to I! � employees employed in classified titles in non-confidential positions which are in the same pay grade and occupational group as the confidential titles. ' 2. If, under this formula, any salary of any member of the Mayor's staff would � exceed 90� of the Mayor's salary, the percentage of increase applied to that member of the Mayor's staff will be limited to the percent which brings the salary of such staff inember to 90% of the Mayor's salary.. 3. Employees employed in the titles listed above shall be covered by the I vacation schedule as follows: , I Years of Service Vacation Days i Less than 8 years 15 days After 8 years through 15 years 20 days , After 15 years and thereafter 25 days � ' 4. For employees employed in the aforementioned titles, the City agrees to � contribute the cost of $5,000 of life insurance coverage for each employee i, who is eligible for such coverage, or $3.05 per month, whichever amount � is less. This contribution shall be paid to the City's group health and � welfare plan. Any increase in this cost shall be paid by the employee. �'I 5. In addition to the $5,000 life insurance coverage listed in Item #4 above, the City agrees to contribute the cost of additional life insurance i coverage or �.97 per thousand dollars of coverage per month, whichever �, is less. The total amount of life insurance coverage provided under this ; Item and Item #4 above, for each employee, shall be equal to the employee's ' annual salary to the nearest full thousand dollars. For the purpose of �; this Item, the employee's annual salary shall be based o.n the salary as ' of the beginning of a contract period. This contribution shall be paid I to the City's group health and welf.are plan. I6. Employees covered by this Memorandum of Understanding sha11 receive any � improvements in fringe benefits granted to employees in classified titles in ', non-confidential positions which are in the same pay grade and occupational " group.
