An Administrative Resolution approving the terms
and conditions of a 1979 Memorandum of Understanding
applying to certain exempt employees of the City of
Saint Paul.
WHEREAS, the Mayor has determined to grant to certain exempt
employees of the City of Saint Paul the benefits of certain provisions of
the 1979 Contract between the City and the Management and Professional
Supervisory Employees Organization; and
WHEREAS, these intentions are set forth in writing in the attached
Memorandum of Understanding; now, therefore, be it
RE50LVED, that the Memorandum of Understanding cited above,
dated as of the effective date of this Resolution, on file in the office of
the City Clerk, is hereby approved, and the authorized administrative
Officials of the City are hereby authorized and directed to execute said
Memorandum of Understanding on behalf of the City.

MEI�IORANDUM OF UNDERSTANDING "-"[;+�'�,� .
This Memorandum of Understanding shall apply to the Unclassified Confidential
Supervisory Employees holdi�tg the following unclassified titles:
Budget Director
Chief of Police
City Attorney
City Clerk & Commissioner of Registration
Deputy City Attorney
Director, Department of Community Services �
Director, Department of Finance & Management Services
� Director, Department of Planning & Economic Development �
Director, Department of Public Works
Executive.Assistant to the Mayor
Fire Chief
Labor Relations Director.
Director of Management .
1. Except as herein modified, the Memorandum of Understanding which was approved
by Council File No. 270096 on November 22, 1977, shall be the basis of the
forthcoming Memorandum of Understanding.
2. Item No. S of said Memorandum of Understanding shall be replaced with the
following: For employees employed in the afoxementioned titles, the City
agrees to contribute the cost of hospitalization and medical coverage or
$39.40 per month, whichever amount is less for each employee who is eligible
for such coverage. In addition, for each eligible employee who selects
dependent's coverage, the city 4ri11 contribute one-half of the cost of such �
dependent coverage or $45.40 per month, whichever amount is less. These
contributions shall be paid to the City's group healtfi and welfare pl�n
and shall be retroactive to January 1, 1979. Any.increase in this cost
shall be paid by the employee.
3. Employees covered by this Memorandua of Understanding shall receive any
improvements 5�n fringe benefits granted to employees in classified titles
in non-confidential supervisory positions which are in the same pay grade and
occupational group. The fringe benefits provisions contained herein shall
be continuous in each succeeding }ear.

The Finance Committee, at its meeting of February 5, 1979, recommended approval
of the following:
1 . Resolution authorizing transfer of funds in 1979 budget for municipal member-
ship dues to National I.eague of Cities as city's share for purchasing head-
quarters in Washingtori, D. C. in amount of $740 per year for 15 years.
2. �fesolution of Memo of Understanding for exempt employees in Mayor's Office.
X 3. Resolution of Memo of Understanding for Department Heads and certain other
unclassified confidential employees.
The Finance Committee, meeting as the Cornnittee of the Whole, denied the request
for appointment of Mark Reinhardt, attorney at law, to represent the Department
of Human Rights re processing claim of Willie Lee Washington versus the St. Paul
Police Department.
