STATUTE. Minn. Stat. Section 6.49,Cities of the First Class. ISSUE: State Auditor powers relating to the financial condition of state, county officers, institu- tions, property and improvements were extended in Section 6. 49 to include cities of the first class. The Saint Paul Director of Finance has developed cost figures which demonstrate that if the city had the option of selection of an audit firm, significant savings could be realized. Total audit costs to the city in 1977 totalled $80,983. If the city had the opportunity to bid out the audit, it is estimated that the costs would have been $60,250, a savings of $20, 000. Secondly, it is acceptable practice that audit � firms be rotated every three to five years to maintain independence and to insure a fresh � viewpoint. Finally, the financial community which buys the city' s bonds would place greater reliance on audits perfoxmed by one of the major CPA firms. LEGISLATIVE l.
