�JEiEREAS, the Rand CorForation, through a project sponsored
by the Kettering Foundation, has developed an innovative plan to
encourage investment in the older American cities known as the
Negotiated Investment Strategy (NIS) ; and
WHEREAS, the City of Saint Paul has been selected as a lead
city in participating in the NIS; and,
WHEREAS, NIS envisions a negotiating team consisting of City,
State, Federal and private sector personnel who will negotiate
investment packa.ges and cut through long time delays created by
permit applications, review panels, etc. ; and
WHEREAS, Da.yton Hudson Corporation desires to participate in
the funding of staff commitments to the NIS as part of its on-
going commitment to the development and progress of the City of
Saint Paul; now, therefore, be it
RESOLVED� that the City of Saint Paul gratefully accepts
the gift of $10,000 from Dayton Hudson Corporation in support of
expenses related to the NIS, and the Ma.yor and Council, on behalf
of all the citizens of the City of Saint Paul, extend their deep
and heartfelt thanks to the Dayton Hudson Corporation for this
generous contribution in support of a bold and innovative program.
