WHEREAB, upon the facts presented at the said hearing coneisting of
photagraphs, inspection reports and the reaomm�endation of the Building
Department, it is found and determined by the City Council that accord-
ing to the records and files in the office of the Register of Deeds as
of June 26, I979 the fee awners are Dr. George Milavetz and Minnie
Milavetz, 11.1 Kellogg Square #2201, St. Paul, Minnesota 5510I1 and that
there are no .liens of recordj and that it is further detes�n►ined that
` the above described bnilding constitutes a hasardona building within the
definition o'f Minnesota Statute 463.15 tor the follcwing reasons:

safe and not detrimental to the publie peace, health, safety and welfare
by having the said building razed and the materials therefrom retnoved
f�om the premises within thirty (30) days from the d�te of the service
of this Order:
2. Unless such corractive action ie taken to comply with this Order
or an answer served upon the City of Saint Paul and filec9 in the office of
tha Clerk of theDistrict Court of Ram�ey County, Minnesota within twenty
(ZO) days from the date vf the service cf thia Order, a Moticn for Summary
Enforcement of thia Order to ra�e and remove the said building will be
made to the Ramsey County District Caurtp
3. In the event that the building is to be razed by the City of
Saint Paul pursuant ta �udgment of the District Caurt, all pereonal
property or fixtures of any kind which may unrenaonably interfere with

The Division of Housing and Building Code Enforcement is hereby submitting
its report on the condition of the structure at the location referred
to above.
The owners of record are : 1 . Dr. George Milavetz � M�nnie Milavetz ,
111 Kellogg Square #2201, St . Paul , MN 55101 .
The legal description of the property is: Subj . to Hwy Lot 10, Block 3 ,
Gage � Whitney' s Addition.
The building is a vacan�t and condemned sing�e family dwelling.
The subject property has not been boarded up by the owner or the City.
Th�is building has several broken windows which are not boarded. The
rear door is wedged shut and the foundation on the south and west sides
is badly deteriorated and causing the exterior walls to badly sag. The
building has been cond�mned as "Unfit for Human Habitation".
Inasmu�h as the conditions outlined above constitute a public hazard
and the owner has made no attempt to satisfactorily repair the dama�e
despite our warnings, and the continued vaeant and unboarded condition
contributes a blighting influence on the neighborhood, it is the recom-
mendation of this Division that this matter be referred to the City
Attorney' s office �or razing and removal through District Court proceedings .

I represent my father, Dr. Geor�e Milavetz, who is the owner of the above
property.
The existing house was moved from another site onto a foundation at this property
approxima,tely fifteen years a�o. Since that time the pronerty was sold and
Dr. Milavetz purchased the contract for deed. Si�niPicant settlin� occurred and
the purchaser under the contract for deed abandoned the property to Dr. ?�.ilavetz.
Dr. M3 lavetz rented the propert,y with the understanding that the tenant would
repair the foundation. The tenant abandoned the pro�ect prior to com�letion durin�
the winter of 197�3-197Q. Dr. Milavetz since has attempted to obtain bids fron
contractors to repair the foundation. In A•�axch, 1�79, Subterranean �'n€;ineering,
Inc. , 7�+15 W�yzata Boulevard, r-�inne�polis , *.�innesota, 55�26, was employed to
prepare a reoort outlinin� its Finc�3_n^� , :�.ncluding recozrunended rer�edial measures.
According to the report we have received, the existin� building foundation is
underlain by weak and compressib].e or�anic silty soils. '^he uppermost bedrock
stratum underlying this site occurs at relativel,y shallow depths below present
�rade, in the order of ten feet or less. Based on this report, we feel that it
is ecomomically feasible to rehak�ilitate this proAerty. When this property is
rehabilitated, it should have a a�arket value of approximately ��+O,OOd.00. We
feel that the foundation can be repaired Por under �15,000.�0.

In addition to the foundation work, we ex�ect to re�air both the interior and
exterior of the home , replace the concrete front door stoop and build a new porch
and steps at the rear door.
?Jr. '4ilavetz has had some diffi.cult,y in securin� bids from local contracters and
as a result of this he has not entered into a contract to have the work �erformed.
He has , however, secured and re�istered the buildin� with the city. The ya,rd is
mowed and free from debris. T�te understand that the city will make inspections of
the buildin� to see that it is secured and Dr. *�ilavetz will also see that the
buildin� is frenuently inspected until the buildin� is rehabilitated.
You may be sure that I wi11 devote my attention to this very urgent matter and
have the �ob undertaken before Se�tember 1, 1979.
