WHEREAS, the Council of the City of Saint Paul did approve by its resolution,
Council File Number 265719, dated July 8, 1975, the allocation of $144,000 in
Community Development Block Grant Year I funds for the relocation of the Union
Gospel Mission from its present location near East Seventh and Wacouta Streets to
a new facility at a different site near East Sixth and Kittson Streets; and
WHEREAS, the Union Gospel Mission Association has chosen a location on
University Avenue for the new mission facility instead of the East Sixth and Kittson
site; now, therefore, be it
RESOLVED, that upon the recommendation af the Mayor, the Council of the City
of Saint Paul does hereby reaffirm its previous allocation of Community Development
Block Grant funds for the relocation of the Union Gospel Mission; this reaffirmation
is being specifically provided to accommodate the change in location of the new
mission facility from East Sixth and Kittson Streets to 345 University Avenue,
between John Street and Lafayette Road.

Dear President Hozza and Members:
The Union Gospel Mission has requested permission from. the City of Saint Paul
and the Housing and Redevelopment Authority (copy of request attached) to
transfer the Community Development Year I funds which were allocated to them.
The sum of $144,000 was initially approved in CD Year I to assist the Gospel
Mission in acquiring a site for their new facility. The approved site was at
Sixth and Neill Streets.
It has now been determined by the Gospel Mission that it is infeasible for
them to build on the Sixth Street site, and they have purchased land along
University Avenue for their new facility. As a matter of fact, construction has
already started on this facility. The approval given by the City Council , the
HRA Board of Commissioners, and by HUD all referred specifically to the Sixth
and Neill site. Because of this, the transfer of these funds to the University
Avenue site must also be approved.
The Corr�nunity Development Year I funds were initially approved under a provision
of the Uniform Relocation Act known as Housing of Last Resort. The federal
regulations governing Housing of Last Resort require that there be an advisory
committee to determine the need for such housing. When the Housing of Last
Resort Plan was developed in 1975, such a committee was formed. This corrrnittee
met again on June 5, 1979 to consider the request of the Gospel Mission to
amend the Housing of Last Resort Plan whieh was originally approved by HUD on
October 30, 1975. The committee has recommended that the request of the Gospel
Mission be approved (a copy of the committee's report to me is attached).
It would be my recommendation that the City Council approve this change in
location and that the HRA Board of Commissioners amend the agreement between HRA
and the Union Gospel Mission to include the new location.
Mr. William Patton and Mr. James Hart are the staff inembers most familiar with
this matter and will be available to assist you in whatever way is necessary to
complete this action.

Once the City Council and the HRA Board have completed action on this matter,
we will prepare the necessary material to amend the Housing of Last Resort Plan
` for transmittal to the HUD Area Office.

Dear Mr. Patton:
When Union Gospel Mission Association of Saint Paul
was contemplating relocating its service center on the
land on Sixth Street between Neill and Kittson, the C.ity
of Saint Paul made available Community Development Funds
of $144 , 000. 00 to acquire the site. As you know, it became
necessary to consider another location and the Mission has
now commenced construction on a tract of land on the north
• side of University Avenue between John Street and Lafayette
Road (345 University Avenue) .
On behalf of the Mission, request is respectfully
made that the Community Development Plan be amended to
designate the site at 345 University Avenue, Saint Paul,
Minnesota, as the location for the grant of $144 , 0.00. 00
previously specified for Sixth and Nei1.1.
Should you need any further information in respect
of this, please advise. Also, I would appreciate receiving
advance notice of any hearings or other proceedings involving
the matter so that I could attend on behalf of the Mission.

consider the request of the Union Gospel Mission to amend the Housing of Last
. Resort Plan originally approved by HUD on October 30, 1975 (copy of 6ospel
Mission request is attached).
Reverend Ralph Lindquist and Messers. Gus.taV Larson, Robert Hall , William
Newman. .and William Patton sat as the Housing of Last Resort Advisory Committee.
Mr. Jame.s� Hart was also present at the meeting.
• The request consists of the Union Gos�el Mission wanting to change the
approved site for their facility from 6th Street between Neill and Kittson, to
345 Uni,versity Avenue--between John Street and Lafayette Road. An amendment
to the Housing of Last Resort Plan is necessary for the Mission to continue to
use :the, $144,000 in CD Year I funds which have been made available to them.
The Committee reviewed the reasons for the request, as well as reviewing
the applicable federal regulations (24 CFR § Part 43).
I�qtion was made, seconded, and passed unanimously that the Committee
recoi�unend to the Executive Director of the HRA that the request by the Union
Gospel Mission be approved and recommend further that the HRA Board of
Comnissioners and the City Council take the appropriate actions to approve the
change.
