Since employees in the Fire Group and the
Police Group are subject to recall in emergencies
and must, therefore, be readily available, such

Every Unclassified emplo ee appointed on or after
Ju y , 9 9 must become a resident of t e City
of Saint Paul within six months of their ap oint-
ment or within six months of the termination of
their probation�ee�rio , i one exists, an�must
remain a resident of t e City for the �uration of
their emp oyment.
Ever�Unclassified em 1�_ oyee who is a member of a
col�ective bargain g_ unit, or an attorney who
is confidentia u�er the Public Employees Labor
Relations Act, an who was appointed after
January l, 197T but before July l, 1979 , must
become a resident of the City of Saint Paul within

Every Unclassified employee who is a member of
a collective bargaining unit, or an attorney
who is confidential under the Public Employees
Labor Relations Act, and who was a ointed rior
to January , 19 , will not be bound by any
type of Cfty residency regulation.
All other Unclassified employees who were
appointed prior to July l, 1979 will be bound
by the following resfdency regulations. If
the employee lived in the City at the time of
the appointment, e or she must remain a
resident of the City for the duration of their
employment. I the employee lived outside of
the City at the time o� appointment, they may
remain there, but if the change their residence
the must then move into the City an remain a
City resident for the duration of their employ-
ment.

For those Bargaining Units which have provisions
within their Labor Contracts that are contrary
to the provisions of this Section, the provisions
within their contracts shall prevail over the
provisions contained in this Section.
An employee failing to meet the residency require-
ment shall be deemed to be insubordinate and
guilty of misconduct.--a�d-s�ek-ae��e�-sl�a��-be
g�e�ds-�e�-d}se}g���a��-ae�}er�T-}r�e��d��g-s�s-
ger�s�e�-ar��-d�seka�geT and shall be subject to

We are returning herewith the Resolution relating to Residency
Requirements for City Employees which was referred to the Civil
Service Commission by the City Council at its June 21, 1979, meeting.
This Resolution has had two readings before the Civil Service
Commission (on June 27, 1979, and on July 10, 1979) and has been
approved by the Civil Service Commission.

Motion was made, seconded and carried unanimous�.y that
_ all applicants for entry level positions who have lived in _
the City of St. Pau1 for one year prior to the3r applicat3on
. for a written test will receive a five point advantage on
their score: After that time they can choose to move where
they want. Also included in the motion was the,statement
that all employees who have been work3ng for the city and
have been held in limbo during these discussions will be
grandfathered in and can continue to live where they choose
from now on.
