Fourth Street • St. Paui, Minnesota 55102 KATHRYN ACKIAND (612) 298-5652 Coordinator June 8, 1979 M E M 0 R A N D U M T0: Mayor George Latimer St. Paul City Council Members FROM: Mark Lofstrom, Grants Administrator SUBJECT: Proposed Resolution to Provide �3,571 .47 to the St. Paul American Indian Ceriter to Match the 1976-1977 Native American Youth LEAA Grant The Coordinating Council staff recomi7�ends that the City appropriate $3,571 .47 to match this grant for two reasons : 1 ) the American Indian Center and Native American Youth project are valuable to the Community ar�d are in need of resources, and 2) the legal position of St. Paul and the American Indian Center will bc improved with regard to the 76-77 grant. The St. Paul American Indian Center has received three LEAA grants for the Native American Youth nroject. The last two grants were matched with United Way funds. The first grant (July l , 1976 - December 31 , 1977) was never ��,lly matched as required by the grant agreement. In order to remedy this sltuation the American Indian Center has requested the City of St. Paul provide $3,571 .47 to them so this grant can be fully matche�. Through 1978 fund raising efforts the American Indian Center has raised $1 ,134.80 . out of the $4,706.27 required match. Fund raising efforts by the American Indian Center in 1979 resulted in a net loss. As the sponsoring unit of government, the City of St. Paul is legally t � obligated to assure this grant is fully matched. The grant award contract between the Minnesota Crime Control Planning Qoard and the City of St. Paul places the primary obligation for matching the grant upon the City. If it is not fully matched, grant funds which have already been spent may have to be returned. , The Coordinatinq Council staff has implemented grants monitorinc� procedures which will prevent the occurrence of a similar problem in the future. Documen- tation of match to be provided is required of all grantees. On-site monitoring � visits are conducted by Coordinating Council staff. The problem of the 76-77 match -�a-s i-�herited by tF�e current Coordinating Council staff. -The problem should be resolved now to clear the books. Lonetree: I would like to express my support for the proposed City Council Resolution to appropriate $3,571 .41 for match on the 1976-1977 Native American Youth Project. The City of St. Paul is committed to assisting the local Native American population in obtaining necessary services. The Native American Youth project has been instrumental in providing support to young people of the Native American community when they were most in need. The numerous efforts by the American Indian Center staff to raise the required 1976-1977 match are greatly appreciated. Fund raising is a difficult task; goals cannot always be met. Now the time has come for the City of St. Paul to relieve the American Indian Center of this parti- cular fund raising burden. The American Indian Center has made reasonable efforts to raise the necessary funds. I am recommending to the St. Paul City Council that $3,571 .47 in St. Paul funds be appropriated to close out the match obligation on this grant.
