WHEREAS, federal law (23USC150) provides that cities of 200, 000
or more population shall be accorded fair and equitable treatment
in the obligation of Federal Aid Urban (FAU) funds; and
WHEREAS, questions have been raised by others as to whether FAU
obligations in Saint Paul and in Minneapolis represent fair and
equitable treatment as required by law; and
WHEREAS, the City understands that the general intent of the
federal law is that the needs of larger (and usually older) cities
be properly recognized in the obligation of FAU funds and concurs
in this general intent; and
WHEREAS, the City' s basic and long term interest is that the
existing FAU project selection process continue to recognize the
needs of the larger and older central cities; and
WHEREAS, the City recognizes that FAU funds are only a portion
of the federal transportation funds available to the Metropolitan
Area and to the City and recognizes and agrees that projects
approved in the FAU project selection process and subsequently
funds from other federal transportation sources should be con-
sidered as part of the fair and equitable treatment requirement
for FAU funding obligations; and
WHEREAS, the Metropolitan Council has adopted a Development
Guide containing policies placing emphasis or� retaining the strength
a n d v i t a l i ty o f Sain t Pau l an d Minneapolis and giving priority to
investments in fully develope�l areas including the City of Saint
Paul; and

WHEREAS, the City has been an active participant in the Section
134 process since its inception and appreciates the cooperative atti-
tudes that have been developed as a part of this process; and
WHEREAS, the City supports and expects to rEmain actively in-
volved in the existing "continuing, cooperative, and comprehensive"
transportation planning process as set forth in th� Prospectus;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SAINT PAUL:
That it supports what it understands to be the general intent
of 23USC150 that needs of larger and older cities be properly recog-
nized in the obligation of FAU funds.
That it believes that with the F.AU projects already obligated
� together with those currently approved for FAU funding but not yet
obligated, it has been fairly and equitably treated to date.
That it generally supports the existing transportation planning
process as set forth in the Prospectus and expects to remain an
active participant in this process.
That the Transportation Advisory Board be requested to make a
formal annual review to assure that the Twin City Metropolitan Area
continues to meet the provisions of 23USC150 in the future .
