RESOLVED, that the Civil Service Rules be amended in Section 3. K

in Section 32 by inserting, in proper alphabetical order, the attached class

DESCRIPTION OF WORK
General Statement of Duties: Performs highly responsible managerial work
in directing the administrative services of the Department of Planning
and Economic Development; and performs related duties as required.
Supervision Received: Works under the general guidance and direction of a
department head. '
Supervision Exercised: Exercises within the unit general supervision directly
and through subordin2te supervisors over professional, technical and
clerical employees.
TYPICAL DUTIES PERFORMED
The listed examples may not include all duties performed by all positions in
this class.
Organizes, sets ob�ectives and directs the work of the Department's admin-
instrative service units.
Administers personnel functions for the Department including staffing,
affirmative action, training and development, counseling and the appli-
cation of pertinent laws, rules and regulations; recommends and processes
emp2oyment and disciplinary actions.
Directs the accounting and financial activities of the Department and insures
that Department managers are supplied with the financial data necessary
for effective and efficient operation.
Directs the preparation of the Department budget and establishes and monitors
budget controls; recommends budget modifications to the Director as needed.
Assists the Department Director in conjunction with the Division heads with
the farmulation and execution of policy and procedures within assigned
areas of responsibility.
Directs the operation of the Graphics and Reproduction units.
Directs the staff which formulates and distributes public information materials
and handles media relations.
Prepares and directs the preparation of regular and special reports pertaining
to departmental administrative operations.
Represents the Department at various city and public meetings.
KNOWLEDGES, SKILLS AND ABILITIES
Thorough knowledge of the Department's objectives, programs and procedures.
Considerable ability to analyze and direct departmental fiscal operations
including accounting, budgeting and control.
Considerable ability to deal effectively with personnel issues and problems.
Considerable ability to plan, organize and delegate work.
Considerable ability to communicate clearly and effectively with individuals
and groups.
Considerable knowledge of management theory, principles and processes.
MINIMUM QUALIFICATIONS
College graduation and seven years' experience in administrative, fiscal, or
planning and development work, at least three years of which must have been
in a responsible supervisory capacity.

Every Unclassified employee who is a member of
a collective bargaining unit, or an attorney
who is confidential under the Public Em loyees
Labor Relations Act, and who was appointed prior
to January l, 1977, wi11 not be bound by any
type of City residency regulation.
All other Unclassified e�loyees who were
appointed prior to July 1, 1979 will be bound
by the following resideney regulations. If
the employee lived in the City at the time of
the appointment, he or she must remain a
resident of the City for the duration of their
employment. I the employee lived outside of
the City at the time of appointment, they may
remain there, but if the change their residence

Motion was made, seconded and carried unanimously that
� all applicants for entry level positions who have lived in _
the City of St. Paul for one year prior to their application
. for a written test will receive a five po3nt advantage on
their score: After that time they can choose to move where
they want. Also included in the motion was the statement
that all employees who have been working for the citq and �
have been held in limbo during these discussions will be
grandfathered in and can continue to live where they choose

For those Bargaining Units which have provisions
within their Labor Contracts that are contrary `
to the provisions of this Section, the �rovisions
within their contracts shall prevail over the
provisions contained in this Section.
An employee failing to meet the residency require-
ment. shall be deemed to be insubordinate and
guilty of misconduct.--a��-s�ek-ae��ea-s�a��-be

The Rinance Committee, meeting as a Committee of_the Whole, recommended the matter
of outside_attorneys in conflict of interest cases in Human Rights matters be con-
tinued under the present policy for three montFis and tFien reviewed again at the
end of that period. '
- The Finance Con�nittee, at its regular meeting of July 2, 1979, recommended approval
of the following: � -
- 1 . Resolution establTShing title and class specification for Administrative-
� _ Manager-- Planning and Economic Deve]opment in Grade 22 of the Professional-
Administrative Su�ervisors Group. -
- � 2. Resolution to revise class specification for Service Worker II w-ich is in
Grade 8 of the Clerical Occupational Group.
3. Recommended approva.l of staff recommendation for reallocation of Be7ow Market
Interest Rate funds (Terry McNellis to prepare resojution).
4. RecomTnended drawing of the appropriate resolution and/or ordinance for mandatory
retirement at age 65 for police and fire department employees and that it be
� . refer.red to either the City Counci7 or Civil Service Commission (if required� ,
and at the same time the City Attorney's legal opinion be inc7uded with the
resolution and/or ordinance.
