WHEREAS, the City of Saint Paul and the Metropolitan Transit
Commission (MTC) have executed a joint powers agreement for the
conduct of the preliminary engineering plans of the Saint Paul
Downtown People Mover Demonstration Project; and
WHEREAS, a final report entitled "Preliminary Engineering
and Related Studies for the St. Paul Downtown People Mover" has
been completed and approved by the City .and MTC; and
WHEREAS, based on the finding of that report,"�the City and
MTC requested the 1979 Minnesota Legislature to authorize MTC to
provide 10$ (50� of the local share) of the capital cost for the
final design and construction of the Saint Paul Downtown People
Mover Demonstratibn Project in the amount a�f3 $9 ,000,000; and
WI�REAS, the 1979 Minnesota Legislature did consider the City
and MTC request, but took no action thereon; and
WHEREAS, the MTC on June 6, 1979 pasged a resolution to close
out th� Saint Paul Downtown People Mover Demonstration Project; and
WHEREAS, Operation 85 has requested the Council of the City of
Saint Paul to grant them a ninety day per�od to study and develop
alternative financial ,and management plans for the implementation
of the Dawntown People M�over Project, now therefore, be it
RESOLVED that the Council of the City o� Sai.nt Paul concurs
in the request for the ninety day study and report by Operation 85,
and
FURTHER RESOLVED that the City Clerk is directed to transmit
copies of this resolution to the Metropolitan Transit Commission and
Urban Mass Transportation Administration.

OPERATION ' 85
Operation ' 85 requests the City Council to grant permission for a
ninety-day study period to develop alternative financing and
management plans for the implementation of the Downtown People
P�iover (DPM. )
During the ninety-day period, Operation ' 85 will meet with the City
Council, the Ramsey County Legislative Delegation, members of the
Saint Paul business community, and other interested persons to
reassess the issues and benefits attending the const�uction of the
DPM in the downtown area. Also, during this ninety-day period, we
expect that the City Council will continue its commitment to the
DPM project and will, likewise, encourage the federal government
(Urban Mass Transportation Administration) to maintain its commitment.
Operation ' 85, in cooperation with the entire downtown business
community, will specifically analyze and receive input on the
following points :
o alternate private, non-profit, and federal government
sources to fund the l0o share of the capital cost of
the DPM which was rejected by the State Legi�lature;
o the potential to develop a more comprehensive downtown
program by including fringe parking and the Seventh
Place Mall with the DPM system;
o additional financial partners;
o innovative financial management techniques;
o alternative management and administrative structures
to complement the financial plans.
Operation ' 85 will report the conclusions and findings of its inves-
tigation to the City Council, when completed, or within the ninety
day period.
