WHEREAS, the Council of the City of Saint Paul by Resolution
Council File No. 273517 , adopted August 14, 1979 , gave its
preliminary approval to the development proposal of Minnesota Mutual
Life Insurance Company (MML) for the purchase from HRA of Block C,
Seventh Place Redevelopment Area, Community Development District
17 , and its redevelopment for parking, retail and commercial office
usage and authorized the appropriate City officers to negotiate and
execute necessary documents for the completion of the development
of Block C; and
WHEREAS, MML, the City and HRA under date of August 31, 1979 ,
executed a Contract For Sale Of Land For Private Redevelopment wherein
MML committed to purchase and redevelop Block C in accordance with
its proposal, the Contract and the public Redevelopment Plan for
Seventh Place Redevelopment Area, and the City and HRA agreed to
certain activity relating thereto including the provision by HRA
of up to $525,000 toward the design and construction of the pedestrian
skyway system serving Block C; and
WHEREAS, on September 4, 1979 , MML purehased Block C and commenced
construction of the Phase I redevelopment improvements, which are
to be completet7 in February 1982, with provision of the skyway system
in accordance with the same completion schedule; and
WHEREAS, HRA proposes that the public portion of the funding -
for the skyway system be from the 1981 Capital Improvement Budget
and Program, or by issue of bonds supported by tax increment generated
by the Block C and other private improvements in the Seventh Place
Redevelopment Area.

NOW THEREFORE , BE IT RESOLVED by the Council of the City of
Sai.nt Paul that the proposal for funding the skyway system public
improvements in support of and servicing the development of said
Block C is hereby approved, and the Mayor is hereby requested to
prepare and submit for City Council approval with the 1981 City
Budget a specific funding proposal for these public improvements.
