WHEREAS, the Council of the City of Saint Pau�., by Resolution
C. F. No. 272531, adopted February 15 , 1979 , author�zed the Mayor
to execute a Proposal for Air Quality Technical Demonstration Program
and to jointly submit said Proposal with the Metropolitan Council
and City of Minneapolis; and
WHEREAS, the Department of Housing and Urban Development has
tendered a Joint Funding Award for the Air �uality Technical
Assistance Demonstration Project No. B-78-51-27-7001 for the period
July l, 1979 to July 30 , 1981 in the amount of $231,000.00 ; and -
WHEREAS, the Metropolitan Council (Council) as recipient of
said Joint Funding Award, has submitted to the City of Saint Paul
a Contract For Air Quality Technical Demonstration Grant whereunder
the City would perform with City forces certain services consisting
of:
l. By November 1, 1979 , prepare a ten year projection of
industrial growth and land use within the City;
� 2. By January l, 1980 , assist in the preparation of a
linear programming mode.l;, programming air emission
density bounds (limits} �or the Metropolitan Area;
3. By June 30, 1980 , assi,s�t and advise the Council in
formulating emission de3isity bounds;
4. By September l, 1980 , submit to the Cou�cil a draft
model ordinance for the protectiQn of �n ai� quality
based on the determination of emission density bounds ;

5. By October l, 1980 , participate with the Council in
the development of ma.nagement strategies and admini-
strative and operational rules for air emissions ,
allocations and air quality growth increments; and
6. By November l, 1980 , submit to the Council a final
project report describing the contract services
completed,
with compensation in the maximum amount of $25,000.00 for the cost
of services performed and costs and expenses payable monthly; and
WHEREAS, the City desires to enter into a contract with the
Metropolitan Council to perform these services under the Air Quality
Technical Assistance Demonstration Project.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of
Saint Paul as follows :
l. That the Mayor is hereby authorized to execute on behalf
of the City the Joint Funding Award for the Air Quality Technical
Assistance Demonstration Program Project No. B-78-51-27-70001.
: 2. That the Contract For Air Quality Technical Demonstration
Grant between the Metropolitan Council and the City of Saint Paul
is hereby approved and the proper City officers are hereby authorized
to execute the same on behalf of the City.
