i WHEREAS, the Saint Paul Police Deparhnent enaaged in discussions mediaTed by the U.S. Department of Justice
z Community Relations Service from Mazch through June 2001; and
3 WHEREAS, the ensuing formal agreement resulting from these discussions provides for, among other things, the
4 disbursement of business cards by primary officers at a scene, and any other officer as requested, when anyone asks
5 for the officer's name, badge number, or business card; at all traffic stops; to any identified victim or complainant
6 at all calls for service; and
� WHEREAS, the City Council has, on a number of occasions lauded the efforts of the Saint Paul Police Department in
8 the development of the aforementioned agreement, and has itself, adopted a Citywide anti-racial profiling policy in
v CF#01-520;and
lo WHEREAS, the City Council, in spite of its general support for the agreement, continues to hazbor some reservations
1 t about the widespread dispersal of business cazds by police officers in that this practice 1) may inundate the Police
�2 Department with unfounded complaints; 2) may signal to the vast majority of officers that their integrity and
13 professional conduct is question; and 3) may make the already' difficult, dangerous and unrecognized work of officers
14 more complex by adding another required layer of bureaucracy; now, therefore, be it
15 RESOLVED, that the Saint Paul City Council hereby requests the Saint Paul Police Department to provide it updates
16 on a quarterly basis analyzing the impact of business cazd use by determining changes in numbers of founded and
17 unfounded complaints; and be it
18 RESOLVED, that the Saint Pau] City Council requests the Saint Paul Police Department, and other signatories to this
19 agreement, make public their findings on the same quar[erly basis as to the progress and effectiveness of the
2o agreement in ensuring the safety of all officers and the rights of all cirizens.
