WHEREAS , the heating season for St. Paul res dents has already begun and
many citizens will face financial hardship t is winter due to high fuel
costs , and
WHEREAS , Congress has not yet enacted a bill to provide crisis interven-
tion funds , and should such funding be appro riated , normal time delays
to establish guidelines and procedures will ollow, and
WHEREAS , as of the middle of August Northern States Power still had 2900
customers with outstanding bills from last s ason , and in addition , some
consumers have utilities currently shut-off , and
WHEREAS , federal programs do not meet the ne�d of people slightly over
stringent limits ,and

WHEREAS , a program is needed that meets the �otal heating needs of our
residents , and
WHEREAS , both the State Senate and House of epresentatives have bills
proposed that address winter heating concern ,
BE IT RESOLVED the City Council of St. Paul e on record in support of a
special session to approve a winter heating ssistance program, and
BE IT FURTHER RESOLVED that copies of this r�solution go to the Governor
and the majority and minority leaders of the House and the Senate.
