WHEREAS, in 2001 the assessment rate for street paving, including curb and gutter in connection with the Residential
Street Vitality Program (RSVP) was $26.57 per assessable foot; and
W HEREAS, in 2001 the assessment rate for the modified lantern style lighting was $4.69 per assessable foot, and the
alternative bent straw lighting was $ 2.94 per assessable foot; and
WHEREAS, in 2001 the assessment rate for sidewalk reconstruction of five foot wide and six foot wide sidewalks for 1,
2, and 3 family dwellings was $10.06 and $12.07, respectively, per assessable foot; and
WHEREAS, the Saint Paul City Council, by resolution, has directed that these assessment rates be adjusted yearly, based
on the Minneapolis-Saint Paul Urban Consumer Price Index; and
WHEREAS, the most recent Minnesota-Saint Paul Urban Consumer Price Index showed an increase of 4.3%from the first
half of 2000 (168.1) to the first half of 2001 (i75.3); now therefore be it
RESOLVED, that in order for the assessment rate to reflect the increased construction costs and benefit to the property
owners, the assessment rate for street paving in connection with RSVP is increased 4.3% from $26.57 to $27.71 per
assessable foot for all such ASVP projects approved by Finai Order after October 1, 2001, to be constructed in 2002; and
BE IT FURTHER RESOLVFD, that the assessment rate for the modified lantern style lighting is increased 4.3% from
$4.69 to $4.89 per assessable foot, and the alternative bent straw lighting increased 4.3% from $2.94 to $3.07 per
assessable foot for all such projects approved by Final Order after October 1, 2001, to be constructed in 2002 ; and
BE IT FINALLY RESOLVED, the assessment rate for reconstruction of five foot wide and six foot wide sidewalks is
increased G.3% from $10.06 to $10.49 and from $12.07 to $12.59 respectively per assessable foot for 1, 2, and 3 family
properties for all such projects approved by Final Order after October 1, 2001, to be constructed in 2002.

In 199Q the City Council adopted a reso]ution calling for the assessments for CSSP projects to be adjusted each year according to the
previous yeaz's change in Menneapolis-Saint Paul Urban Consumer Price Index (90-1459). In addition, in 1992, the City Council adopted a
similaz resolution dealing with reconstruction of sidewalks (92-146). In 1995, the City Council adopted a similaz resolution for the
Residential Street Paving Progam (95-1127). We are proposing [o increase assessmen[ rates for 2002 by 43% as per pasCpractice.
ADVANTAGESIFAPPROVED:
Assessment will keep place with inflation.
