WHEREAS, the Council of the City of Saint Paul at a public
hearing on August 29, 1979, considered the application of Ray
Anderson, d/b/a Ray Anderson and Sons, 541 Desota Street, St.
Paul, Minnesota, for a building contractor's license; and
WIiEREAS, the applicant received notice of the proposed
hearing, the grounds for denial of the license, the procedures
followed by the committee and the right of the applicant to be
represented by an attorney in a letter dated August 8, 1979,
from Joseph F. Carchedi, License Inspector; and
WHEREAS, the applicant appeared together with his counsel,
Douglas McMillan of the law firm O'Connor & Hannan; and
WHEREAS, the Council heard testimony concer�ing the
applicant's fitness for a building contractor' s license from
Eileen Weida, Linda Yarusso, Emil Martinez and John Essene; and
WHEREAS, the applicant was afforded the opportunity to
address the Council and his counsel was granted the opportunity
to cross-examine all witnesses; and
WHEREAS, the evidence supported allegations that the applicant
had:
1. Made material misrepresentations on� the application for
a building contractor' s license.
2. Conducted a contracting business - excavating - without
a license.

3. Had violated zoning and licensing regulations by
conducting unlicensed and impermi.ssible businesses at 541
Desota Street.
4. Failed to comply with valid court orders concerning
the use of the premises at 541 Desota and failed to comply ,
with resolutions of the Council of the City of Saint Paul
concerning the use of 541 Desota; and
WHEREAS, it was moved and seconded that the application of
Ray Anderson, d/b/a Ray Anderson and Sons for a building con-
tractor's license be denied, wherefore,
BE IT RESOLVED by the Council of the City of Saint Paul
that the application of Ray Anderson, d/b/a Ray Anderson and
Sons for a building contractor's license is hereby denied.
