The Civil Service Commission at its meeting of September 12, 1979,
approved the resolution amending Section 3. K (Professional-Administrative
Supervisors Group) of the Civil Service Rules by inserting the Director of
Projects in Grade 29, and further amending the Civil Service Rules in Section
32 by inserting the class specification for the title of Director of Projects.

DIRECTOR OF PROJECTS
DESCRIPTION OF WORK
General Statement of Duties: Performs highly responsible administrative
and professional work in directing the activities of the Project Management
section of the Renewal Division of the Department of Planning and Economic
Development; and performs related duties as required.
Supervision Received: Works under the general guidance and direction of
the Administrator of Renewal.
Supervision Exercised: Exercises general administrative and technical
supervision directly and through subordinate supervisors over all employees
in the unit; exercises technical supervision over employees in other units
assigned to the section on detached duty.
TYPICAL DUTIES PERFORMED
The listed examples may not include all duties performed by all positions
in this class.
Plans and directs the implementation of .development projects.
Supervises, trains and assigns staff to specific pro�ects; requests and
assumes direction of staff personnel from other renewal divisions as needed.
Monitors and evaluates progress of projects and insures effectiveness of
management .performance and quality of work completed.
Determines and implements policies and procedures for the project management
section.
Establishes and monitors project priorities, schedules and budgets; shifts
priorities and resources as circumstances change.
Coordinates project management activities with other divisions, departments,
and other government agencies; maintains close liaison with private
developers involved with existing or potential projects.
Insures that complete and accurate fina.ncial records are ma.iatained on
individual projects and overall programs.
Prepares reports relating to the status of pro3ects.
Assists the Economic Development division in initiating pro3ects by
providing technical advice and .services.
Provides liaison and makes presentations to the Mayor, Council, and business
and civic organizations.
KNOWLEDGES, SKILLS AND ABILITIES
Ma.rked ability to plan, organize, delegate and direct development projects.
Considerable ability to communicate clearly and effectively with individuals
and groups.
Expert knowledge of community development processes.
Expert knowledge of .real estate, economic research and land acquisition
and disposition.
Expert knowledge of the financing of development projects.
Marked ability to coordinate elements of development projects with activities
of other city agencies and public and private developers.

Considerable �nowledge of the principles of ma.nagement and supervision.
MINIMUM QUALIFICATIONS
College graduation with major course work in Public Administration, Business
� Administration, Urban Planning, Economics, Management or a related field
and two years' experience as. a Project Manager IV or equivalent or as a
manager of a ma.jor section of a Department of Planning and Economic
Development with at least four years of experience in a responsible
management capacity.
