The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice'<
thereof having been given as prescribed by the City Charter; and `
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully corisidered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

Will you please take the necessary steps to schedule a public hearing before
the City Council on the followin� matter:
Improve EMERALD STREET from I.S. 94 Frontage Road to University
Avenue by constructing a bituminous roadway, concrete curb a.nd
gutter, driveways, sidewa.lks as necessary, storm water drainage
facilities and all other work necessary and incidental to said
improvement.
The Engineer's estimate, including Engineering and Inspection is $82,75�+.17
and will be financed with County Aid funds. F�►erald Street is a comman
boundaxy between St. Paul and Minneapolis. The above costs represent the im-
provements made within the corporate limits of the City of St. Paul.

ivlinneapolis intends to begin construction on this pro�ect in mid-July which
means our hearing should be scheduled no later than July l, 1979•
Along with the approval of the Final Order, we wi.11 be submitting, for Council
consideration, two Council Resolution� and a Cooperative Construction Agreement.
One Resolution is to authorize the proper City officials to si�n the construc-
tion agreement. The other is for the approval of plans and specifications. We
will furnish you with these instruments before the date of the hearin�.

PROJECT: -
Improve EMERALD STREET from I.S. 9�+ Frontage Road to University Avenue by
constructing a bituminous roadway with concrete curb and gutter, drivewa.ys,
sidewalks, storm water drainage facilities and doing a11 other work neces�
sary and incidental to said improvement. City Pro�ect 79-P-068k.
INITIATING ACTIOII:
The City of Minneapolis notified us in 1976 that �lnerald Street wa.s scheduled
for 1979 construction as part of their Prospect Park Residential Street Paving
Frogram. They are on scheciule and as F3nerald Street is a boundary street, they '� •
are requesting our participation in the cost of constructing the St. Paul por-
tion of the street.
.EXISTING CONDITIONS:
Emerald Street is an old oiled street. A portion of the street was regraded
in 1957 and resurfaced with a 2"..:bituminous mat. This included approxima.tely
the East half of the roadway from Franklin Avenue to 1250' Sauth.
The remainder of the street, the West half of the roadway and the two blocks
from University to Franklin is still an oiled street. There are no walks or
curbing. The draina�e structures axe poor; however storm sewers are in and
adequate.
The Minneapol.is side of the street is almost all residential whereas the St.
Paul side is all industrial.
The A.D.T. on F�nerald is 902 V.P.D. , with 21� of this truck trafPic.
PROPOSF.D IMPROVEMEIJTS:
A full depth bituminous roadway is propased with concrete curb and gutter.
The roadway width varies from 36 feet to 4k feet.

ALTERNATES:
An alternate would be to not cooperate with the City of Minneapolis, wha has
requested. this pro,ject.
POSITIVE BEPtEFITS:
This project will correct a "half-paved" roadway. The new curb and gutter, with
new drainage structures will greatly improve drainage as well as "dress up" and
i.mprove the character of the neighborhood.
Curb construction will also allow us to reconstruct the boulevaxds which are
now being used for parking and driveways.
ADVERSE EFFECTS•
'i'here may be some inconvenience to the residents when the street is under con-
struction.
SPECIAL CONSIDF�RATIONS: =
This pro�ect Was requested by the City of Minneapolis. They will do the design
work, inspection and construction. A cooperative construction agreement between
the City of Miruleapolis and the City of St. Paul will be entered into authoriz-
�ing the City of Minneapolis to make street i.mprovements on that part of Emerald
lying within the corporate limits of the City of St. Paul and shall agree to re-
imburse the City of Minneapolis ,for all costs thereof.
TI� SCHEDULE:
Prospect Park, of which Emerald is a part of, consists of approxima.tely six
miles of street paving. Construction will start about mid-July, 1979 and be
completed this season. �
COST ESTINiATE:
St. Paul's share of the project costs are:
Construction $ 68,391.87
Plus 10� Contingency 6,839•19
sub-Tota1 $ 75�231.06
Plus 10� Engineering 7,523•11
$ 82,75�.17
ESTIMATED FINANCING:

SUMMARY AND RECOMMENDATION:
This pro3ect consists of the grading and paving of bnerald from I.S. 91+ FYontage
Road to University. E�►erald is on the St. Paul-Minneapolis city limits. The
cost of the pro,ject will be shared by both cities.
