State. � 462.353, carry on comprehensive and municipal planning activities for guiding the future development and improvement of the municipality; and WHEREAS, the Council of the City of St. Paul may, pursuant to Minn. Stat. § 462.355, Subd. 3, adopt or amend a comprehensive plan or portion thereof after a recommendation by the Planning Commission; and WHEREAS, the St. Paul Planning Commission has prepared a final draft of the St. Paul Street and Hichwa Plan dated January 1979, amended by the Planning Corrnnnission arch , 9; and WHEREAS, prior to the adoption of the entire Comprehensive Plan, which is required by the Metropolitan Land Planning Act of 1976, segments of the Plan will be adopted as they are developed, and subsequently combined into a single amended and internally consistent Comprehensive Plan; and WHEREAS, the Planning Commission has recommended adoption of the St. Paul Street and Highway Plan, (as amended) as part of the city Comprehensive Plan; and WHEREAS, the following action of the Council of the City of St. Paul is �wt an implicit adoption of the Comprehensive Plan of 1963 or other portions thereof recommended by the Planning Commission; now therefore, be it RESOLVED, that the Council of the City of St. Paul adopts the St. Paul Street and Highway Plan as amended by the Council Public Works Committee, sub�ect to rev�ew by the Metropolitan Council . The Street & Highway Plan currently shows Thomas Avenue as a collector east of Snelling Avenue and as , a local street west of Snelling Avenue. I have checked with the appropriate committee chairmen of the Planning Commission and they agree that this change is acceptable. When the Planning Commission approves the District 11 Plan which is scheduled for public hearing on Friday, June 22, 1979, I expect the district's new recommendation for Thomas Avenue will be included. Enclosed is the revision that will be made in the District 11 Plan. In order to make the Street & Highway Plan and the District 11 Plan consistent, I recommend that the City Council revise the two maps on pages 15 and 23 in the Street & Highway Plan to show Thomas Avenue as a collector street between Snelling Avenue and Fairview Avenue.
