WHEREAS, pursuant to Council File #86-1124, residential permit parking was previously instituted on behalf of
the residents residing in the University of St. Thomas College area in accordance with Chapter 168 of the Saint Paul
Legislative Code; and
WHEREAS, the Council of the City of Saint Paul previously found that the aforementioned residentiai area did
not have sufficient off street parking to accommodate the residential parking needs of the residents as well as the
parking needs of non-residents who use non-residential facilities in the area which lack sufficient off-street parking; and
9 WHEREAS, affected residents have subsequently submitted petitions requesting that certain permit parking
10 restrictions be revised on this block;

12 WHEREAS, Public Works staff has investigated the basis for the petition and concluded and recommended
13 adoption of the changes requested in the petition, especially because of the "safety" concerns;
14
15 NOW THEREFORE BE IT RESOLVED that the following parking regulations shall be revised in the residential
16 area near the University of St. Thomas as follows:

18 Revise No Parking 8AM-8PM Monday-Friday Except by Permit, Area 23 parking regulation to No Parking Except by
19 Permit„ Area 23 on the following block:

21 South side of Goodrich Ave. from Cretin Ave. to Woodlawy Ave.

23 BE IT FINALLY RESOLVED, that these parking regulations will be in eftect and be enforced thirty (30) days after
24 City Councif approval.

and closing car doors all night long. So, students will shift to residential side if "No Parking Except by
PermiY' is not installed.
