1 WHEREAS, pursuant to Council File #86-1124, residential permit parking was previousiy instituted on behalf of
2 the residents residing in the University of St. Thomas College area in accordance with Chapter 168 of the Saint Paul
3 Legislative Code; and

5 WHEREAS, the Council of the City of Saint Paul previously found that the aforementioned residential area did
6 not have sufficient off street parking to accommodate the residentiaf parking needs of the residents as well as the
7 parking needs of non-residents who use non-residential facilities in the area which lack sufficient off-street parking; and
9 WHEREAS, affected residents have subsequently submitted petitions requesting that certain permit parking
10 restrictions be installed on these blocks;

12 WHEREAS, Public Works staff has investigated the basis for the petition and concluded and recommended
� 3 adoption of the changes requested in the petition, especially because of the "safety" concems;

15 NOW THEREFORE BE IT RESOLVED that the following parking regulations shall be established in the
16 residential area near the University of St. Thomas as follows:

18 Establish No Parking 8AM-8PM Monday-Friday Except by Permit, Area 22 parking regulation on the foliowing block:

20 Both sides of Princeton Avenue from Finn St. to Cretin Ave.

22 BE IT FINALLY RESOLVED, that these parking regulations will be in effect and be enforced thirty (30) days after
23 City Council approval.

INRIATING PROBIEM, ISSUE, OPPOPTUNITY (WHO, WHAT, WHEN, WHERE, WH`n:
As more students use the south campus of St. Thomas College, these streets absorb heavy student
parking. Commuters using Cretin Ave. bus route also park vehicles all day and block access to
walkways, inhibit plowing and store cars for long periods on streets. Residents have "safety" concerns for
children, elderly and disabled. Therefore, a successful petition has been submitted to install permit
parking.

We the undersigned, respectfiilly petition the St. Paul City Council to repeai the "Parking by Permit"
parking regulation on Cretin Avenue between Princeton and Goodrich Avenues in St. Paul, MN that
was implemented on August 31, 2001. Furthermore, we are asking that you also repeal the parking by
permit regulations for Croodrich and Fairmount Avenues between Cretin and Cleveland Avenues.
Additionally, we respectfully request that you decline the approval of any further petitions to increase
the number of streets that restrict parking to parking by permit only in the immediate neighborhood,
specifically Princeton and Sargent avenues.
