and situated upon those premises legally

WHEREAS public hearings were duly held on March 29, 1979 and May 31,
1979, befare the Council of the City of Saint Paul pertaining to the
h�zardaus condition of that struature at 739 IIniveraity Avenu�, Saint
Paul, Minnesota� and �'
WHEREAS, upon the facts presented at the said hearing eonsisting
of photographs, inspection reports and the recammendation of the Build-
ing Department, it is found and determined by the City Conncil that
according to the records and files in the office of the Regiater of
Deeds the fee owner is Bernice Sandler, 3842 Ewing Avenue So., Minneapolis�
MN 55410 (new address is 4350 Brookside Court, Edinal MinneBOta 55436) �
that the cantract purchaser is The Criterion, 739 IIniversity Avenue,
St. Paul, MN 55104 (new address is 5001 W. 80th St., Bloomingtonr MN
55437) i and that the mortgagee ie Minneapolis Saving and Loan� c%
Midwest Federal SavingB and Loan, 80I Nicollet Ave,, Min�eapvlis, MNt
and that it is further dete�tnined that the above described building
constitutes a hazardous building within the definition of Minne�eota
Statutes 463.15 for the following reasons:

3, In the event that tha building is to be razed by the City
of Saint Paul pursuant to juc7gment of the District Court,� all personal
progerty or fixtures of any kind which may un�reasonably intarfere
with the razing and removal of this building shall be remaved within
ten (10) days from the entry of Judgments and if not so ramoved, the

mitting its report on the cond�.tion of the structure at the location
referred to above .

Edina, MI� 55436 . 2 . Contract Purchaser: The Criterion, 739 University

The legal description of the property is : Lots 16 and 17 , Block 2 ,

The building is a two story r�stauxant of wood frame construction.
The subject property has been boarded up by the owner since March 29,
I978 .
This building because of age, detera.oration, lack of groper maintenance
a�d extensive fire damage is c��emed to be in a hazarc�ous condition �.nd
should be torn down as 'soon as poss�.ble. '
Inas�uch as the conditions outlined above constitute a public hazard
and t�.e owner has made no attempt to satisfactorily repair the damage
despi�te our warnings , and the continued vacant and boarded up conditio�
contributes a blighting influence on the neighborhood, it is the recom- �
men tion of this Division that this matter b� referred to the City
At o ney' s office for razing and removal through pistrict Court praceedings .
