Purpose The purpose of this project is to improve the aesthetic quality of the residential environment in the Identified Treatment Areas (ITAs) by pt-oviding an incentive for participation in rehabilitation. II. Objectives The Objectives of the Exterior Improvement Grants project are: 1. To increase the number of standard dwelling units in the Identified Treatment Area by providir an incentive in the form of a grant to any owner-occupant whose home is free of Immediate Health and Safety Hazards (attached), or who is now rehabilitating his/her home to meet health and safety requirements. 2. To improve the residential environment by stipulating that the incentive grant be used for exterior improvements which are necessary for aesthetic purposes, ease of maintenance, or safety of residents. III. Content and Operation 1. The Department of Planning and Economic Development, which has the responsibility and jurisdiction to carry out the St. Paul Rehabilitation Loan and Grant Program, and projects and programs under the Housing and Community Development Act of 1974 as amended, shall be the Operating Department for the Exterior Improvement Grants portion of the Rehabilitation Grants portion of the Rehabilitation Grants projects. 2. Exterior Improvement Grant funds will be made available to homeowners residing within the Identified Treatment Area whose .homes are free of health and safety hazards and who desire to make additional exterior improvements for the purposes stated in II-2 above, or to homeowners who apply for and receive rehabilitation loan funds and desire to make such exterior imp`rovements. Homeowners receiving a tandem loan and rg ant are also eligible to participate. Grant recipients are not eligible if receiving a grant after June, 1978. Those receiving grants prior to June, 1978 must meet the qualifications of Section � III-5 (f). . � . 3. It is recommended that ITA Committees and District Councils consider selecting target areas for the use of these funds. This should be done by formal action. Notice must be provided to the City on the priorities for the use of funds. 4. The Rehabilitation Section shall receive all Exterior Improvement Grant applications and shall make grant monies available to owner-occupants in the Identified Treatment Areas on a first-come, first-serve basis, provided proposed improvements are consistent with the objectives stated in this scope of services, and the priorities identified in Section III-3 above. 5. The Rehabilitation Section shall process grant applications and perform inspections under the following guidelines: a. Inspections will be performed to ideritify Immediate Health and Safety Hazards (IHS) as per the attached guidelines. However, if a housing inspection had been performed within the past 12 months, and either met the full housing code or there is a record of work completed (or contracted for), this inspection may be waived by the Rehabilitation Administrator. • --- -- b. Applicant must be the owner-occupant of a home no larger than four (4) units. c. Exterior improvement work will include, but not be limited to, painting of exterior or repair of siding, landscaping, fencing and yard or alley lighting. Rehabilitation Staff will be responsible for determining whether a proposed improvement fits within these guidelines. d. At the time of applying, applicant must hold title to the property or have a contract for deed. Those purchasing under contracts for deed shall have had possession and use of the property under the contract for at least 12 months prior to the date of application or the contract for deed holder must join in on the mortgage. e. Applicant must be rehabilitating, or have rehabilitated, after the beginning of CD Year IV (June, 1978) to have the funds applied under the public to private ratio containe in III-5 (i). f. Applicants whose homes, subsequent to an inspection, are found to be free from any Immediate Health and Safety Hazards are eligible to participate subject to all other provisions of these rules. Such grants are limited to a $500 maximum. -2- � , � . . Example: (1) Applicant applies for an Exterior Improvement Grant and agrees to a building inspection. Upon insQection, it is determined that the structure is free from all IHS Hazards. Applicant decides to undertake eligible exterior improvements for a total cost of $2000. Grant eligibility: 1/4 of the investment of $2000 = $5C g. Minimum grant applications of $300 are required. h. Sweat equity is allowed. However, the computation in Section III-5(i) will be on a materials basis only. i. Each grant shall not exceed $1,500 and will be computed at a one-fourth ratio of private investment to rehabilitation. Grant proceeds under the City's Citywide Rehabilitation Loan and Grant Program may not be used as the private investment. Example: (1) Under the CWR Rehab Program, an applicant has taken out a loan to correct the following code items: a leaky roof ($I000); install handrails on outside steps ($200); replace a leaky toilet ($200). In addition, the loan will pay for one non-code item: repainting the siding of the house ($2000). Upon completion, � the structure is free from all IHS deficiencies. Grant eligibility: ($1400 code wc plus ($2000 painting) 1/4 of total investment ($3400) _ $850. IV. Funds 1. The Exterior Improvement Grant project shall be limited to the dispersal of Exterior Improvement Grant Funds up to the annual budget amount. 2. The Rehabilitation Section shall disperse all funds out of Community Development Block Grant Funds. 3. Monies will be dispersed by the Rehabilitation Section after the work is deemed satisfactory by inspection; the check shall be made out jointly to the contractor/vendor and the homeowi with submission of lien waivers when applicable. -3- , • 3�; - ! 4. The rehabilitation grants are provided under the condition that if the eligible property is sold or transferred within six years of the date on which the grant is made, the following repayment schedule shall apply: a. Within a period of three (3) years after the date of the grant, the owner shall repay the full principal amount of the grant. b. Within the fourth year after the date of the gcant, the owner shall repay seventy-five (75%) of the principal amount of the grant. c. Within the fifth year after the date of the grant, the owner shall repay fifty percent (50%) of the principal amount of the grant. d. Within the sixth year after the date of the grant, the owner shall repay twenty-five percent (25%) of the principal amount of the grant. e. Within the seventh year after the date of the grant, or at any time thereafter, the owner shall have no obligation to repay the grant or any portion thereof. 5. Applicants may appeal to the Mayor's Advisory Committee for a waiver or extension of repayment obligations or other program guidelines for extreme hardship situations. 6. The grant must be secured by recording a mortgage on the property. In the event that a mortgage cannot be recorded, a waiver can be issued by the Rehabilitation Administrator. ' -4-
