2 WHEREAS, the Saint Paul Police Department received three Auto Theft Grants from the State of Minnesota

WHEREAS, these grants were accepted by the City Council on April 12, 2000 (Council FYle Numbers 00-335,
00-336, and 00-33'n; and
WHEREAS, these grants have been extended through December 31, 2001; and
WHEREAS, the City of Saint Paul Police Department needs to increase the 2001 financing and spending
plan for these grants; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that
there are available for appropria6on funds of $4,524 in excess of those estimated in the 2001 budget; and
WHEREAS, The Mayor recommends that the following addition be made to the 2001 budget:

The City Council accepted these grants on April 12, 2000 (Council File Nwnbers 00-335, 00-336, and 00-337).
These granu have been extended through December 31, 2001. (Attached are copies of the gant amendments.)
The 2001 £mancing and spending plan for these grants needs to be increased.

WHEREAS, the State of Minnesota, acting through its Auto Theft Prevention Board (STATE) has a grant agreement identified
as grant contract No. P9Z-172 with the City of St. Paul, St. Paul Police Department, address 100 East Eleventh Street,
St. Paul, MN 55101 (GRANTEE), pertaining to automobile theft prevention activities; and
WHEREAS, the Minnesota Auto Theft Prevention Board was aboiished and the program transferred to the State of Minnesota,
Department of Public Safety, pursuant to Minnesota Laws of 2000, Chapter 488, Article 6; and
WHEREAS, the (STATE) hereinafter is amended and is understood to be the State of Minnesota, Department of Public Safety,
Office of Drug Policy and Violence Prevention; and
WHEREAS, the STATE pursuant to Minnesota Laws of 2001, 1�`. Special Session, Chapter 8, Article 4, Section 10 is
authorized to enter into grant agreements with past grantees during the time period before which the changes made to the
section in article 5, section 6 to 8, become operational; and
WHEREAS, the STATE and the GR4NTEE have agreed that additional time and money are necessary to satisfactory complete
this grant agreement; and
NOW THEREFORE IT IS AGREED BY AND BETWEEN THE PARTIES HERETO:
THAT, Clause il., Section A., of the original grant agreement shall be amended to read:
A. Consideration for all services performed and goods or materials supplied by the GRANTEE pursuant
to this Agreement shall be paid by the STATE as follows:
1. Compensation shall be consistent with the Revised budget outline contained in Revised
Attachment C of this Agreement.
2. When specifically approved by the STATE, reimbursement for travel and subsistence
expenses actually and necessarily incurred by GRANTEE in performance of this Agreement
and identified in Revised Attachment C of this Agreement will be paid provided that the
GRANTEE shall be reimbursed for travel and subsistence expenses in the same manner and
in no greater amount than provided in the current "Commissioner's Plan" promulgated by the
Commissioner of Employee Relations.

WHEREAS, the Minnesota Auto Theft Prevention Board was abolished and the program transferzed to the State of Minnesota,
Department of Public Safety, pursuant to Minnesota Laws of 2000, Chapter 488, Article 6; and
WHEREAS, the (STATE) hereinafter is amended and is understood to be the State of Minnesota, Department of Public Safety,
O�ce of Drug Policy and Violence Prevention; and
WHEREAS, the STATE pursuant to Minnesota Laws of 2001, 1 Special Session, Chapter 8, Article 4, Section 10 is
authorized to e�ter into grant agreements with past grantees during the time period before which the changes made to the
section in article 5, section 6 to 8, become operational; and
WHEREAS, the STATE and the GRANTEE have agreed that additional time and money are necessary to satisfactory complete
this grant agreement; and
NOW THEREFORE IT IS AGREED BY AND BETWEEN THE PARTIES HERETO:
THAT, Clause II., Section A., of the original grant agreement shall be amended to read:
A. Co�sideration for afl services performed and goods or materials supplied by the GRANTEE pursuant
to this Agreement shall be paid by the STATE as follows:
1. Compensation shall be consistent with the Revised budget outline contained in Revised
Attachment C of this Agreement.
2. When specifically approved by the STATE, reimbursement for travel and subsistence
expenses actually and necessarily incurred by GRANTEE in performance of this Agreement
and identified in Revised Attachment C of this Agreement will be paid provided that the
GRANTEE shall be reimbursed for travel and subsistence expenses in the same manner and
in no greater amount than provided in the current "Commissioner's Plan" promulgated by the
Commissioner of Employee Relations.

WHEREAS, these grants were accepted by the City Council on April 12, 2000 (Council FYle Numbers 00-335,

WHEREAS, these grants have been extended through December 31, 2001; and
WHEREAS, the City of Saint Paul Police Department needs to increase the 2001 financing and spending
plan for these grants; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that
there are available for appropria6on funds of $4,524 in excess of those estimated in the 2001 budget; and
