SUBJECT: Funding for Construction of Park Gates

I would like to request that the Division of Parks and Recreation be
authorized to .award bids totaling $49,999 for gates at the following
parks within our system: Phalen Park (15 gates), Battle Creek (2),
Highland Park (1�, •Como Park (1 ) , and Juniper Lane (1). These gates
are necessary to enable the Police Department to control use of the
park in order to reduce the incidents of vandalism, drinking in the
park, drug use, etc. , that we have been experiencing.
As you know, the incidence of disruptive behavior has been increasing
in the parks and Parks and Police personnel have met on a number of
occasions to discuss the best way to deal with the problem. The Police
Dept. have recently assigned three patrolmen on overtime to patrol the
park with no appreciable reduction in vandalism. Therefore, both the
Parks and Police Dept. agree that the solution is to install .gates so
that control can be maintained whenever problems occur. The Police Dept.
will be responsible for opening and closing of the gates and will be
able to control access to the parks as needed.
We have funds to cover the Phalen Park gates; however, we request that
the sum of $12,499.75 be transferred to Parks and Recreation to cover
the cost of the other gates.
