INITfATING ACTION:
The Department of Public Works has received a petition to grade and pave,
install curbing, sanitary sewer and water main in Gabriel Road. The
petition is signed by 7 abutting property owners, comprising approximatety
half of the total frontage.
EXISTING CONDITtONS:
The existing Gabriel Road right-of-way is 40 feet wide and extends from
Springside Drive to approximately 800 feet south. The driving surface
is a narrow gravel trail and the grade from Springside Drive to approxi-
mately 500 feet south is very steep. There are 7 homes built on Gabriel
Road and there is �o sewer or water main in that street.
The project, which included tne grading and paving of Gabriel Road, was -
before the City Council in the spring of 1978. The Public Works Depart-
ment reeommended that the street not be paved and curbed because the very
extensive drainage problems occurring in the Highwood Area are due to the
lack of storrrn��ater drainage facilities. However, a group of residents
stiil desired to have sanitary sewer ar�d water install�:d because they are
experiencing troubles with septic systems and wells that will require large
expenditures to correct and other property owners want to build homes and
desire sewer and water mains.
The City Council , on Council File P�o. 271294, authorized Public Works to do
further surveys and designs to ascertain if limited sewer and water instal-
lations were feasibte.
PROPOSED IMPROVEMENTS:
The proposal is to extend Gabriel Road approximately 230 feet southerly of
the existing road (the opening width is proposed at 5� feet) and condemn an
easement from Gabriel Road (extended) to Winthrop Street.
Sanitary sewer and water mains would be installed from Winthrop Street
through the easement and in Gabriel Road approximately 430 feet northerly
to the crest of Gabriel Road. A storm sewer stub, for future use, would
also be instatled from Winthrop Street through the easement, this would
prevent later tearing up of lawns within the easement area. The storm
sewer would not be activated at this time.

Minimal grading would also be required on Gabriel Road in order to instalt
the water main. The construction of any paving, curbing or storm sewers
will be deferred until after the area-wide drainage study is completed and
stormwater outlets ars available. The study is now funded for 1979 by
Public Works.
POSITtVE BENEFITS:
This project will provide sewer and water service to homes that are having
serious problems with wells and septic systems and provide services for
new home construction.
ADVERSE EFFECTS:
The storm, sanitary and water main construction will require the taking of
an easement from Gabriel Road to Winthrop Street.
Sanitary sewer construction will present no foreseeable problems. The sewer
system in the area has ampte capacity.
SPECIAL CONSIDERATIONS:
The City Planning Qepartment is in the process of completing a study of this
whole general area in cooperation with the District I Community Council . In
c�nnection with the Planning Study, the Department of Public Works has pro-
grammed the Mississippi Bluff Study for 1g79 which will address Storm Water
Management not only for this area of St. Paul , but will take into account the
planning of Maplewood and Woodbury.
Further, the Department of Public Works has programmed for 1980 the Highwood-
McKnight Storm Sewer S�stem w�ich will be the result o� the Study in 197g.
Part of this storm sewer system will provide storm sewer for Gabriel Road and
an outlet to the Mississippi River Flood Plain via sewer constructed under
T.H. 61 and the railroad tracks.
ALTERNATES:
There is no feasible alternate for the utility services of this project.

SUMMARY AP�D RECOMMENDATION: -
This is a necessary and worthwhile project ancl the sanitary sewer and water
main construction are viable at this time, but the paving and storm sewer
cannot be constructed because no feasible storm water outlet exists.
The Department of Public lJorks recommends approval of this order.
