WHEREAS, in preparing during 1978 for adoption of the City
of Saint Paul 1979 General Fund Budget, the Council of the City
of Saint Paul desired to increase citizen participation in the
budget development process; and
WHEREAS, to achieve the objective of increased citizen
participation in the budget development process, the Mayor appointed,
and the Council of the City of Saint Paul confirmed, the members of
the Citizens' Budget Review Committee, which committee did study the
proposed 1979 operating budgets and reported its findings and
recommendations to the Mayor and City Council; and
WHEREA5, the Council of the City of Saint Paul, meeting on
December 4 , 1978 as the Finance, Management and Personnel Committee
of the Whole, reaffirmed its commitment to improved citizen
participation in the annual budget development process;
Now, therefore, be it
RESOLVED, that the Mayor appoint up to 11 persons to serve on
the 1979 Citizens' Budget Advisory Committee and to transmit the names
of the proposed committee members to City Council for confirmation not
later than July 3 , 1979; and be it
FURTHER RESOLVED, that the Council of the City of Saint Paul
directs the Mayor to make available on August 14, 1979 to all
established and recognized district councils his Proposed 1980
General Fund Budget, together with such narrative as will explain
to t�ie di trict councils the effect of said proposed Budget upon
the level and types of services delivered by the City; and be it

RE: Citizens Budget Review Co�arnittee
The League oP tidomen Voters of St. Paul supports citizen access to
and involvement in all facets of city government. Since the operating
budget reflects the overall policies of the city, we are paxticularly
concerned with citizen access to the budget process.
It is important that the Mayor and City Council make available to
e11 interested individuals and groups enoizgh budget information in an
understandable Porm so that these citizens have an opportunity to provide
meaningPul input at an early point in the budget process.
Therefore, the Lea�ue of IJomen Voters supports the policy that �
District Councils have timely communications with the departments as
the department budgets axe being prepared, and that the District Councils
have an opportunity to make recommendations, particularl,y concerning the
level and types oP services delivered by the city. 4Je also support the
increased availability of the Mayor's proposed bud�et together with a
narrative explainin� the effect of the budget on service delivery.
In �ddition, the League supports the seriea of evening Finance
committee meetings to which the public will be encoura,�ed to come,
which will provide both the Council and citizens with a thorou�h review
of the proposed budget.
The resolution being discussed today does address the Lea�ue's
concern with the dissemination of budget information in a convenient
and timely fashion. However, the resolution does not completely address
the Lea�ue's concern with how the resulting citizen feedback is to be
handled.

For what purpose should 11 citizens of St. Paul
spend many hours reviewing the budget?

The League of 4Toaen Voters oP St. Paul recognizes that our elected
representatives, the City Council, must make the final budget decisions.
We also feel that these decisions and policies are best made aFter con-
sidering the priorities of an informed citizenry. jde are pleased with
your plans Por informing the citizenry on budget matters, but feel the
structure for receiving citizen input should be more specific and have
more purpose. If there is to be a Citizen Budget Review Coam�ittee its
nembers must feel that their input has been meanin�ful and worth theip
time.
