The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
-FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

Advisability and Desirabilit�
PROJECT:
Construct storm relief sewer in Van Buren Avenue from Snellin� Avenue to Fry
Street, Fry Street from Va.n Buren Avenue to Charles Avenue, Chaarles Avenue
from Snelling Avenue to Aldine Street, Aldine Street from Thomas Avenue to
Sherburne Avenue and Sherburne Avenue from Asbury Street to Snelling Avenue;
all to be known as the FRY-SHERBURNERELIEF SYSTEM, City Pro3ect No. S-1498.
IYIITIATING ACTION:
Residents living in the Fry-Sherburne Area signed a petition stating that
they experienced sewer backups and basement flooding during some rainstorms.
An engineering investigation by the City of St. Paul Sewer Design Division
indicated that the present combined sewer system does not have adequate capacity.
EXISTING COPdDITIONS:
The area is presently served by an existing combined sewer system. During rain-
stor�as svme of the residences experience basement flooding due to the under-
capacity of the existing combined sewers.
PROPOSED IMPROVEt�NT:
The nro�osa.l is tn cQnst.ruct the storm sewer system which will neaxly separate
a11 storm runoff from the existing combined sewers. The sewer system will out-
let to a very large combined sewer in Sherb�rne West of Snelling. TJo sepaxate
stormwater outlet is available.
ALTERNATIVE•
The proposed storm sewer system is consistant with the City of St. Paul's pre-
sent policy regarding the construction of storm relief sewers.
POSITNE BENF".r'ITS:
This storm sewer system will relieve the present undercapacity of the existing
combined sewer system by removing most of the stormwater from the existing
sewer. The present sewer system will then be utilized primarily as a sanitary
sewer system.
ADVERSE EFFFCTS:
Temporary problems associated with sewer construction, such as noise, dust and
disruption of traffic.

TIP� SCHEDULE:
It is expected that the contract can be awarded during the swmmer of 1979•
Construction should commence soon after award and should be completed within
90 to 120 days.

Presently some of the residences in the Fry-Sherourne Drai�iage Area experience
sewer backups and basement flooding during rainstorms. The proposed stor�a
relief sewer will nearly sepaxate all stormwater from the existing combined
sewers and eliminate the sewer backup and basement flooding.
The Engineering Recommendation is for approval of the proposed sewer relief
system.
