I have had an opportunity to chat with Ncrma Lorsborough of CCC and also Glenn Olson, American NationaZ Bank and chairman of CCC. They have agxeed and urge that city funds be transferred and paid on the remaining balance. I concur �aith this request since the corporation is a small business and needs the money to efficiently operate its cash flo�a. CCC, in turn, agrees . to pay back to the city over a period of t�.me, thraugh fnnd xaising and other means the debt that the city incurs. I would sincerely appreciate your attention L•o this matter. I am not able to approve this resolution without additional infor- mation to be provided by you. • CCCC is a nonprofit corporation organized in 1977 and it is not � an agency of the City. It has an independent Board of Directors and the City does not direct its programs nor the manner in which it carries out these programs. The 1979 City Budget contains a $10,000 appropriation in the Department of Public Works budget for CCCC. The brochures in question were ordered by CCCC in the spring of 1978 from a company called Katarik Printing. The City of Saint Paul was not a party to the contract and therefore is not obligated to pay the fees incurred for the printing service. The organization has requested that the City provide it with funds to pay for these brochures. Because the debt for the brochures is not an obligation of tlze � City's and because it was incurred without previous obligation of the City for reimbursement, I am concerned that what is now proposed might constitute an improper gift on the part of the City and that no public purpose would be served thereby. My purpose in writing is to request that you provide me with the reasons and justification for the City voluntarily ageeing to pay :�,��;k� Ron Kline Page Two April 23, 1979 a debt of another independent organization which debt is not the obligation of the City and which debt was incurred without the prior approval of the City. I would also request that you grovide me with information indicating what public purpose is being served by the City paying this past debt and now underwriting the cost of these brochures. As you know, the City Council may authorize the expenditure of public funds for public purposes only. The City Counci� must make a determination that the proposed expenditure of public funds is for a public purpose, and this should be expressed in the reso- lution authorizing the expenditure. Through factual statements and understanding, the bill was not a firm �City exp�nditure but a Committee activity and expense. Tbe Clean Capitol C?ty Committee authorized the activity through cou�itments of grants, donations and contributions for a major activity drive. •Both parties readily underst�od that idea. Both parties hoped that said grants would be received and disbursed by the end of 1978. � In August 1978, the Katarik Printing Company contacted us on the bill, its progress and prospective receipt of the grants. In addition, conversations with` the Company and our office have been held in January 1979 in hopes of closing out in entirety the remaining $11,400 of the bi11. Based on conversations held by my office with Bernie Carlson, the Budget office, and yourself and others, it has been stated that the grants are _ slowly forthcoming, the liability is still unpaid, and I respectfull} would hope that it could be closed. Because the proposed Job Corps Center is thus not a major federal action significantly affecting the quali�y of the human environment, na environmental input �need be prepared; and WHEREAS, the Saint Paul City Council does nat at this time, nor has it ever had, authority regarding the location of federally-funded Job Corps Centers in or around this city; artd WHEREAS, there has been and continues to be concern and fear on the part of neighbor.hood residents regarding the possib�� impact of this learning center in their community; now, therefore, be it RESOLVED, that the Saint Pau1 City CounciT , in cooperation with the Mayor and the Department of Labor, take steps to ensure the safety of neighborhood residents and protect the existing neighborhood enviranment as follows: . 1 .
