WHEREAS, the City Council is advised that a nonprofit
corporation called Clean Capitol City provides a very
worthwhile and necessary public service in providing
assistance and awareness for a clean, beautiful. and 1.i.tter
free city, and
WHEREAS, this agency published a brochure for the city,
residents and businesses in 1978, entitled, "There is No Such
Thing as a Free Dump Anymore," to urge citizen awareness of
litter and encourage residents and the city to reduce litter
and trash problems, and
WHEREAS, Clean Capitol City was unable to compl.etely pay for
the brochures at the time of billing and a balance remains
of $10,900, and .
WHEREAS, Clean Capitol City has agreed to reimburse the city
in 1979 and the ensuing budget year for the total cost through
various means of fund raising, therefore be it
RESOLVED, that the City Council determines that publ.ic purpose

In the spring of 1978, Katarik Printing was under contraet with Clean Capitol
City for a major brochure for that or�anization. -
Through securement of inadequate reimbursement grants an� subsequent
problems the outstanding balanr_e is $11,400. I have had an opportunity to
chat with Ncrma Lorsborough of CCC and also Glenn Olson, American NationaZ
Bank and chairman of CCC. They have agxeed and urge that city funds be
transferred and paid on the remaining balance.
I concur �aith this request since the corporation is a small business and
needs the money to efficiently operate its cash flo�a. CCC, in turn, agrees .
to pay back to the city over a period of t�.me, thraugh fnnd xaising and
other means the debt that the city incurs.

Dear Mr. Kline:
You have referred to my attention a proposed budget transfer
resolution providing the sum of $10,900 to Clean Capitoi City
Committee (hereinafter CCCC) to reimburse them for expenses
incurred in printing a brochure in the spring of 1978. I am
not able to approve this resolution without additional infor-
mation to be provided by you.
• CCCC is a nonprofit corporation organized in 1977 and it is not �
an agency of the City. It has an independent Board of Directors
and the City does not direct its programs nor the manner in which
it carries out these programs. The 1979 City Budget contains a
$10,000 appropriation in the Department of Public Works budget
for CCCC.
The brochures in question were ordered by CCCC in the spring of
1978 from a company called Katarik Printing. The City of Saint
Paul was not a party to the contract and therefore is not obligated
to pay the fees incurred for the printing service. The organization
has requested that the City provide it with funds to pay for these
brochures.
Because the debt for the brochures is not an obligation of tlze � City's
and because it was incurred without previous obligation of the City
for reimbursement, I am concerned that what is now proposed might
constitute an improper gift on the part of the City and that no
public purpose would be served thereby.
My purpose in writing is to request that you provide me with the
reasons and justification for the City voluntarily ageeing to pay

a debt of another independent organization which debt is not the
obligation of the City and which debt was incurred without the
prior approval of the City. I would also request that you grovide
me with information indicating what public purpose is being served
by the City paying this past debt and now underwriting the cost of
these brochures.
As you know, the City Council may authorize the expenditure of
public funds for public purposes only. The City Counci� must make
a determination that the proposed expenditure of public funds is
for a public purpose, and this should be expressed in the reso-
lution authorizing the expenditure.

During the last spring of 1978 Clean Capitol City contxacted wit.h Katarik
Printing for services of printing and brochures for a major pro�ram of
C:!ean Capitol City. Total amount of services was bi1].ed riay l, 1978, for
an approximate total of $13,000.00. Bills were subm3.tted ta Clean Capitol
City a.ncl a number of payments were made to Katarik Printing on that account
Through discussions betw2en yourself and Katarik �rinting the topic of .
repayment in full was deliberated upon. Through factual statements and
understanding, the bill was not a firm �City exp�nditure but a Committee
activity and expense. Tbe Clean Capitol C?ty Committee authorized the
activity through cou�itments of grants, donations and contributions for
a major activity drive. •Both parties readily underst�od that idea. Both
parties hoped that said grants would be received and disbursed by the end
of 1978. �
In August 1978, the Katarik Printing Company contacted us on the bill, its
progress and prospective receipt of the grants. In addition, conversations
with` the Company and our office have been held in January 1979 in hopes of
closing out in entirety the remaining $11,400 of the bi11.
Based on conversations held by my office with Bernie Carlson, the Budget
office, and yourself and others, it has been stated that the grants are _
slowly forthcoming, the liability is still unpaid, and I respectfull}
would hope that it could be closed.

In addition, would it be possible for your organization to approve my
sponsorship of a proper City action to transfer f:unds of the City to
pay in full the printing cost, and, in turn, •when your grants are re- �
ceived, the funds would be repai.d to the City treasury. Further, 3f
this action is requested and concurred in, such appropriation will
not affect your ongoing budget from the City and a goal of a full re--
payment to the City shouZd be enacted.

WHEREAS, a Minnesota Job. Corps Center has been proposed to be
placed in St. Paul at the old Bethel College site; and
WHEREAS, the District Court on November 6 and 7, 1978, heard �
testimony from the opponents o-F the proposed site; and
WHEREAS, on December 11 , 1978, based on the 857-page administrative
record, the evidence adduced at the hearing, the memoranda of counsel ,
and all files, records , and proceedings , the Court conc7uded the
Department of Labor's negative assessment of environmental impact
was not unreasonable. Because the proposed Job Corps Center is thus
not a major federal action significantly affecting the quali�y of the
human environment, na environmental input �need be prepared; and
WHEREAS, the Saint Paul City Council does nat at this time, nor
has it ever had, authority regarding the location of federally-funded
Job Corps Centers in or around this city; artd
WHEREAS, there has been and continues to be concern and fear on
the part of neighbor.hood residents regarding the possib�� impact of
this learning center in their community; now, therefore, be it
RESOLVED, that the Saint Pau1 City CounciT , in cooperation with
the Mayor and the Department of Labor, take steps to ensure the safety
of neighborhood residents and protect the existing neighborhood enviranment
as follows:
. 1 . Make the ad hoc citizens' committee a permanent
advisory committee to work directly w�th the
neighborhood, the Job Corps, and the U. S.

2. Reduce the proposed size o� the Job Corps from
400 to 250 students ; �
3. Remain at that size for at least one year or �until
suc�h time as the ad hoc committee with full input
from the neighborhood, and in consultation with the
City Council and the Mayor, believe that it should
be gradually increased to a number which is mutualiy
agreeable to the ad hoc committee and the Departr�ent
of Labor, not to exceed 400 students;
and be it further
RESOLVED, that careful attention be paid by the Qepartment of Labor
. to ensure that individuals who are likely to cause problems in the
surrounding area, or who have a history of violent acts , narcotics
addiction, or other behavioral deviation be denied admission to this
Job Corps Center or be sent to a center outside of P9innesota;
and be it further
RESOLVED, that all other assurances of the Memorandur� of Agreement
between the then-Governor and the Department of Labor be strictly
adherred to, including:
_ 1 . That all enrollees be P�innesota youth;
� 2. That the present character of the campus be maintained;
3. That the Center establish a 24-hour telephone service .
for reporting emergency or suspicious conditions ;
4. That off-street parking be available for all staff
and visitors ; �
5. That the Center arrange to make its recreational and
other facilities availabie to the community under
mutually agreeable conditions ;
6. That the� ad hoc committee participate in �he
selection of the program operator to ensure that
� the operation is sensitive to the needs of the
community;

and complete cooperation of the Police Department and the Team Police
to the community and to the Job Corps Center;

RESOLVED, that the Mayor and Saint Paul City Council be advised
of the Job Corps project, its progess and activities on a monthly basis;

RESOLUED, that the crime data analysis of the City and the
neighborhood be scrutinized and monitored on a quarterly basis;
and be it further
RESOLVED, that the Saint. Paul City Council recagnizes that various
parts of �his resolution may be solely the prerogative af the federal
government; nevertheless, the Saint Paul City Council , as e1ected
representatives of the City, has the responsibility to make its
concerns known; -
