The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

Re: Proposed Water Main Installation in Roblyn Avenue from
Wilder Street to 180 feet West of Wilder Street
Dear Mr. Carlson:
The Board of Water Commissioners has recommended the installation of a public
water main in the above referenced street. Attached please find a copy of Board
Resolution 2856 and copies of the plan and petition for this improvement.
Tt is requested that the Department of Finance bring this matter before the
Council for public hearing.
If there are any questions concerning this project, please contact Mr. Bernie
Bullert or Mr. William Tschida of our Engineering Staff.

k'HEREAS, James C. Arland is the awner of Lot 8 of Welshon's Place Addition and George N.
r.sler is the owner of Lot 9 of Welshon's Place Addition, said propertias being presentlp
served by a temporarq water main and said temporary main was repaired bq the Board on
August 14, 1978; and
k�REAS, It is in the best interest of the properties served and of the Bosrd of Water F
Comaissioners to have the temporarq main replaced with a permanent main; and �

WHEREAS, The owners of said properties have petitioned for the installation of a public ;
Water main in ILoblyn Avenue from Wilder Street to 200 feet West of Wilder Street ia

consideration of the Board of Water Commissioners incurring the temporary main repair
cost of $429.41; and ; - �
W�REAS, The Saint Paul Water Utility staff has reviewed the propoaed improvement and 1
recommends the inatallation of a public water main and its appurtenanees; such install— t
ation to extend from the existing public water main in Wilder Street; and ,
W3EREAS, The total estimated costs for the water main improvement, including construction, '�-:'
engineering, inspection, and administration coats are $4,0$0.00 and the estimated rate -
per assessable foot determined by the Valuation and Asseasment Engineer is $6.55 per foot
for residential property and the estimated financing is $520.00 from assesements and �
$3,560.00 fron Water Utitity Aid; �

the temporary main repair in the amount of $429.41;

City Council of Saint Paul that a public water main be installed in Roblyn Avenue from �
Wilder Street to 20Q feet West of Wilder Street, the grade of said etreet being within '
liaits permitted by Section 252.17 of the Saint Paul Legislative Code, and that the �
ingtallation and payment therefore, in whole or in part by means of a special assess—
ment, be deemed a local improvement and be ordered and made in accordance with the pro— �
yisiona of Chapter 13 of the City Charter. - �
